Work Description
Provide technical assistance and support to the Program staff and partners for the implementation of the "Strengthening Communities through Integrated Programming - OGUMANIHA Project in Quelimane, Zambézia Province, thus ensuring the technical quality of the program, integration with complementary sectors and providing technical expertise such as technical training, quality assurance, community strengthening and mobilization skills, etc.
Areas of focus to include maternal, newborn and child health, HIV/AIDS prevention and care, immunization, diarrhea disease control, malaria and ARI case management, maternal health, family planning and birth spacing, STIs prevention, participatory health education, nutrition, and epidemic control.
This will include managerial actions related to planning, design, monitoring, reporting and liaison with the Provincial Directorate of Health (DPS), the Provincial office of Social Welfare (DPAS), the Provincial office of the National AIDS Council (NPCS) and any other government coordinating body to ensure that the goal of the project is achieved efficiently and effectively
Provide technical assistance project staff and partners to implement project activities, including staff and health facility and community health provider training and formative supervision, support to data collection and monitoring of site performance, referral systems and linkages for community involvement and support.
Provide technical support for project staff and partners to implement project activities using core values and in accordance to WV mission, vision, and strategic priorities. Ensure that new staff is given appropriate orientation and training on project health, nutrition and HIV/AIDS standards.
Follow World Vision policy on promotion and development of human resources.Responsible for ensuring that project technical contents of activities related to maternal, newborn and child health, nutrition and HIV/AIDS activities are implemented incorporating international and Mozambican Ministry of Health standards. Ensure that standards are understood, accepted, and practicedSupport the project staff and partners to maintain a close follow-up on all project activities and ensure the achievement of the objectives, establishing and maintaining the quality of the interventions.
Provide support in ensuring that project staff, partner agencies and communities understand, accept and adhere to MNCH standards established by the donor in the project implementation and support the adhere to MNCH standards established by the donor in the project implementation and support the dissemination of the MNCH /HIV & AIDS technical information and documentation as required.Provide support to project staff and partners in developing and strengthening the maternal, newborn, child and HIV/AIDS referral systems and linkages between the different departments and services within the health facilities as well as between health facilities and community based services to ensure follow-up of persons enrolled in care and treatment program.
Support and mentor the project staff and partners in the preparation of monthly planning, documentation of maternal, newborn, and child health and HIV & AIDS lessons learned and best practices during project implementation and quarterly reports on project activities and actions, ensuring that project reports and documents are of high quality submitted in a timely fashion.
Review quarterly and annual reports of the project sub-grantees for adherence to the project objectives and timeline as well as technical quality and provide necessary support to improve the quality if found to be deficient Support leadership and management capacity development within the DPS and SDSMASs to perform planning tasks, manage, and supervise the MNCH &HIV/AIDS program.
Participate in project monthly and quarterly meetings at the government provincial level. To foster capacity building and foster sustainabilityCollaborate and integrate World Vision emergency, agriculture, wash/.san, and sponsorship programs to leverage talent and resourcesSupport the project staff and partners to investigate funding opportunities and participate in resource acquisition to enable the communities and capacity of partners (government and local NGOs/FBOs) to assume greater responsibility for service delivery and improve sustainability.Participate in the implementation of the project mentoring and staff development programs and actively work towards greater nationalization of the health program.
Towards this end, the Technical Advisor will support the HIV/AIDS and Health Director to ensure that technical information is obtained, disseminated to staff and documented as required and that staff have opportunities to develop their knowledge and skills.

Grandes Obras Públicas, problema ou solução
As Grandes Obras Públicas ora são apontadas como a locomotiva que vai arrancar a economia portuguesa da recessão, ora são criticadas como um erro que pode afundar ainda mais a nossa frágil economia, como diz um recente manifesto de 30 economistas.Não admira que as Grandes Obras Públicas sejam controversas, e que haja opiniões diferentes e até opostas sobre as implicações e consequências de grandes projectos estruturantes. O que surpreende é a insistência para "reavaliar, analisar e estudar" depois do momento da decisão e já em cima do momento da implementação, isto é, depois de lançados os concursos.
Como resultado, os grandes projectos são sujeitos a um "pára-arranca" que cria confusão, ameaça a credibilidade do processo e aumenta custos para todos os intervenientes, sobretudo para os contribuintes.
Parece que só nos lembramos de "parar, escutar e olhar" quando estamos estancados em cima da via com o comboio a aproximar-se a todo vapor. Recorde-se que semanas antes da adjudicação da ponte Vasco da Gama em 1993-1994 havia titulos de jornais a reabrir todas as decisões.
Os alertas para "parar e reavaliar" projectos já em fase de adjudicação são tão frequentes em Portugal que deixam de ser defeito e passam a ser feitio na gestão do investimento público à portuguesa.
Estes “alertas” tardios são um sintoma de que algo não está bem com a gestão do investimento público português. Outro sintoma não menos importante é a baixa produtividade do investimento, mas isso será outro artigo. Considerando a frequência destas movimentações e contestações fora de tempo, convinha rever o processo de investimento público, desde o estudo e selecção do projecto, à concepção e estruturação, à decisão e financiamento, ao lançamento do concurso, à adjudicação e implementação.
Concordemos que a polémica e controvérsia natural seria expectável na fase de estudo e concepção do projecto. Para isso existe a pratica da consulta pública, para que todas os intervenientes (Stakeholders) sejam ouvidos e envolvidos. Bem sabemos que ninguém é indiferente aos grandes investimentos públicos, especialmente se eles dependem do contribuinte actual ou futuro.
Actualmente, a fase de estudo, selecção e concepção dos grandes projectos estruturantes é marcadamente deficiente, sobretudo na componente da consulta pública. Alguns dos estudos dependem excessivamente de consultores contratados e às vezes não envolvem suficientemente os organismos públicos com experiência e responsabilidade pela prestação dos respectivos serviços públicos. As consultas públicas pró-forma não mobilizam efectivamente as partes interessadas que não intervêm atempadamente antes da decisão.
Mas o principal problema poderá estar na forma da tomada de decisão, desde a selecção, à concepção e sobretudo à forma de financiamento dos projectos de investimento público.
Numa empreitada tradicional, o organismo público responsável apresenta o orçamento do projecto na proposta do programa de investimento público PIDDAC que é aprovado pela Assembleia da República, com o Orçamento de Estado, o que é a forma mais fundamental de legitimar a “consulta pública”. Quando os projectos são desenvolvidos por empresas públicas ou tomam a forma de PPP (parcerias público-privadas), este passo essencial de confirmação do consenso é eliminado e os Deputados não são ouvidos nem achados. Por isso, as decisões tomadas em Gabinete não reúnem os consensos imprescindíveis ao sucesso dos grandes projectos estruturantes e por isso não comprometerem quase ninguém.
Mas comprometem, sempre, os contribuintes, que pagam bem caro cada “pára” e cada “arranca”.
Com as consequências que estão à vista.
Portugal necessita de investimento mais produtivo. Mais investimento sim, se fôr melhor investimento.

Projecto em Nampula entre os melhores
A Federação Europeia da Soroptimist International vai premiar o melhor projecto subordinado ao tema Soroptimistas pela Água, Soroptimists Go for Water, e um projecto Moçambicano está entre os 8 projectos finalistas, que inclui o projecto do Clube de Udine para a vila de Chica, Nampula, Moçambique.Um juri de peritos vai seleccionar o projecto vencedor e atribuir um prémio de 10.000 Euros no Congresso soroptimista em Amsterdam no início de Julho-2009. O Prémio Público de 5.000 Euros será atribuido em função dos votos registados no portal. O projecto consiste na construção de um poço e instalação de uma bomba manual para fornecer água potável ao Centro de Saúde de Chica, uma vila com população de 40.000 no distrito de Ribaué, na província de Nampula. O projecto , que foi promovido por quatro clubes soroptimistas italianos de Udine, Pordenone, Gorizia e Alto Friuli, é um dos 232 projectos desenvolvidos em linha com a iniciativa da União Italiana, Pax per Aquam. O investimento do projecto de EUR 6.717 foi concluido ainda em 2008, e o poço produz cerca de 1.200 litros de água por hora, quando a bomba é operada por um homem, algo menos quando operada por uma mulher ou criança.
O projecto do Clube Udine, um poço para Chica , a well for Chica, têve origem em contactos entre arquitectos que estudaram juntos em Itália, o Arq. Tecle Mahar e o Arq. de Eccher que acompanharam a implementação do projecto.
Moçambique é classificado em número 171º entre 177 países em termos do índice de desenvolvimento humano. O fornecimento de água potável faz um grande contributo para o desenvolvimento da região.

International Relief & Development (IRD) is seeking a qualified Civil Engineer with knowledge of Mozambique's construction business environment and experience in vertical structure projects in Mozambique for a short term consultancy.
General Responsibilities:
- Provide technical input on designs, BOQs and specification;- Interview selected subcontractors and services companies;- Perform site visits and risk assessments with IRD engineers and other staff;- Other duties as required.
Specific Responsibilities:

International Relief & Development (IRD) is seeking a qualified Civil Engineer with knowledge of Mozambique's construction business environment and experience in vertical structure projects in Mozambique for a short term consultancy.
General Responsibilities:
- Provide technical input on designs, BOQs and specification;- Interview selected subcontractors and services companies;- Perform site visits and risk assessments with IRD engineers and other staff;- Other duties as required.
Specific Responsibilities:
- Perform an overall evaluation and analysis of the existing design and construction companies in Mozambique;
- Establish practical risk factors and mitigation measures for design/construction of the targeted facilities in Mozambique;
- Participate in and provide detailed inputs during the pre-proposal and proposal development stage;
- Develop cost estimates of design and construction'- Document all findings.
REQUIRED EXPERIENCE
- Bachelor or Masters (preferred) in Civil Engineering or a related degree
- Proven experience in multi-million dollar sized construction projects in a complex environment; experience in Mozambique strongly preferred

Restoring the Beira Transpport Corridor
EIB and EU-Africa Infrastructure trust fund will work together to help rebuild Beira Transport corridor in Mozambique.
At the end of April-2009, The European Investment Bank (EIB) announced it is lending EUR 65 million to the Republic of Mozambique for the rehabilitation of the Beira corridor in Mozambique. The EIB loan will be complemented by a EUR 29 million interest rate subsidy from the EU-Africa Infrastructure Trust Fund. The funding package will support improvements to the Sena railway line and the restoration of the Beira port access channel.
The rehabilitation of the Beira corridor is an emblematic project for Mozambique, restoring efficient links to other countries in the region and facilitating international trade. By improving Mozambique’s transport services by sea to international ports and by rail to the landlocked countries of southern Africa, the project will catalyse local and regional economic growth and contribute to overall poverty alleviation.

Enfermeiros a menos em Portugal
Segundo os dados da OMS-Organização Mundial de Saúde, Portugal tem apenas 480 enfermeiros por 100.000 de população, bastante abaixo do nivel de 744 enfermeiros de Espanha e alguns outros países europeus.Alguns países como a Holanda e a Irlanda, que têm bons resultados de saúde, têm mais de 1.500 enfermeiros por 100.000 de população.
Com o envelhecimento da população, haverá cada vez mais procura de enfeirmeiros e outros profissionais de saúde.

Água no Século XXI em seminário, 23-Maio, 14h30
Soroptimists go for Water é o tema dos projectos das soroptimistas europeias no período de 2007-2011.
Ao celebrar o seu 13º Aniversário, a União de Portugal vai discutir a Água no Século XXI com especialistas portuguesas e internacionais.
Catarina Albuquerque, a primeira relatora especial das Nacões Unidas para o direito à água, vai falar das políticas da água.
Maria Emília Freire, que tem trabalhado durante anos no Banco Mundial, vai falar dos desafios da gestão da água.
Maria Teresa Oliveira vai falar da educação para a sustentabilidade.
Mais de mil milhões de pessoas no mundo não têm acesso a água segura para beber, 2,6 mil milhões de pessoas continuam sem usufruir de saneamento básico e quatro mil crianças morrem diariamente por ingerirem água contaminada. Mas o problema da água existe também em Portugal e outros países desenvolvidos.
Tradicionalmente, são as raparigas e mulheres as responsáveis por carregar a água para toda a família, o que acaba por as afastar da escola.
Este evento das Soroptimistas em Prol da Água é aberto à participação pública.

Improving literacy a must

A boa notícia é que Portugal tem feito enormes progressos na melhoria da alfabetização nas últimas décadas.
A má notícia é que Portugal continua bem abaixo da média europeia e de outros países de tamanho similar e nível de desenvolvimento, de modo que o investimento em educação deve continuar.
A escolaridade obrigatória só agora vai aumentar de 9 º ano para o 12 º ano com início no ano lectivo de 2009-2010.
Outros países de língua portuguesa também comparam mal com os seus vizinhos no que toca à alfabetização. Precisamos de uma grande campanha conjunta para estão a atacar o analfabetismo, uma das más heranças da lusofonia.

The bad news is that Portugal remains well below the European average and other countries of similar size and levels of development, so the investment in schooling needs to continue.

Segundo o Presidente da República Cavaco Silva, ainda se confunde custos com benefícios quando se trata de investimento público, o que representa uma importante alerta à governação.
"Uma estrada é toda ela custos. O benefício é o trânsito que passará nela. Se não houver trânsito, não há benefício, é zero."
Por isso se fala de TTT, tráfego, tráfego, tráfego, como os principais factores de sucesso no financiamento de infra-estruturas. Este conceito fundamental aplica-se quer o projecto seja financiado pelos bancos, quer pelos contribuintes. "Se uma estrada não tiver trânsito, há um que ganha, o empreiteiro, e há um que perde, o português que paga impostos"

Job Summary
I. BACKGROUND Planning and Finance Management Systems in Timor-Leste Since the restoration of independence in 2002, the Government of Timor-Leste (GoTL) has made steady progress in building its Planning and Finance Management (PFM) systems, but significant challenges remain. Institutions responsible for planning, budgeting, budget execution, revenue collection, internal control and reporting are particularly weak in a context of rapidly accumulating revenues and expansion of the state budget. The PFM system is characterized by extremely low budget execution on a cash basis, caused by low capacity within the civil service and weaknesses in planning, budgeting, procurement, implementation and project management. Progress to convert existing resources into economic growth and tangible service delivery improvements is slow. Strengthening PFM in any country is a long-term agenda. Sound PFM requires government wide systems and processes that operate in a fully integrated manner; weak links must be addressed in a systematic manner.
Areas requiring immediate attention include:
# Linking planning and budgeting
# Reform of procurement and devolution to the line agencies
# Improving cash planning and cash management to prevent excessive Treasury liquidity
# Strengthening core IT systems to support the budget process
# Improving internal and external controls and monitoring
# Implementation of a comprehensive program of capacity building and professional development for civil servants including delivery of incentive and reward reforms.
The GoTL is conscious of the key role of PFM systems for growth, service delivery and poverty reduction, and has commenced implementation of a Planning and Finance Management Capacity Building Program (PFMCBP) to assist to secure these objectives. The Planning and Financial Management Capacity Building Program The PFMCBP aims to achieve sustainably strengthened planning, budgeting, public expenditure management and revenue administration for growth and poverty reduction, with emphasis on efficiency, effectiveness, accountability, integrity, service culture, and transparency. Funded through a World Bank multi-donor trust fund, the PFMCBP is a five year coordinated program of targeted capacity building in planning and financial management. The key GoTL implementing agency is the Ministry of Finance (MoF), but PFMCBP also includes support for financial management staff in the line ministries and districts.
The program comprises four major components, encompassing:
(a) public expenditure management; (
b) revenue administration and macro-economic management;
(c) support for executive management and other cross cutting activities; and
(d) support for program implementation.
Early capacity building initiatives in the MoF focused largely on getting the public financial management system up and running without fully addressing the capacity shortfalls of civil servants. This has created a system that remains heavily reliant on the presence of international advisers, who have largely focused on in-line performance and, to a limited extent, on the transfer of skills. Through PFMCBP the GoTL wants to move beyond the transitional substitution of international for local expertise, to an integrated approach to institution building that relies on three pillars: skills and knowledge; systems and processes; and attitudes and behaviours.
Based on the three-pillar framework, the objectives for the PFM function are
(i) improved service delivery, both to internal clients and to the population; and
(ii) to create a sustainable PFM system that would be increasingly managed and run by national staff, with the number of advisers decreasing over time as national staff take on increasing responsibility.
To achieve this, the Program has adopted a “platform” approach under which first steps and foundations are consolidated before more advanced steps are attempted. PFMCBP faces two central challenges in the near term. The first challenge will be to creatively and flexibly support elaboration and implementation of the change management strategy by the RWG, task teams and senior management team. It will take time to define and communicate elements of the change process: it must not proceed too quickly, or according to a technical blueprint. The second challenge will be to ensure the program does not lose focus on the pressing need to improve the Ministry’s core public finance management responsibilities and maintain operations. Government capacity is already limited and there is a risk that dramatic changes may divert focus.
PFMCBP should target activities that improve service delivery, support economy and employment outcomes, and underpin government’s efforts to establish its legitimacy. Program Management The program is managed and implemented by the MoF through a dedicated Program Implementation Unit (PIU), led by the Program Implementation Officer (PIO). Comprising a core group of TA management specialists, the PIU ensures best practice capacity building efforts throughout the program.
The PIU is located within the Executive Office of the Ministry of Finance, and is designated part responsibility for aid effectiveness also, together with associated PIUs in MoF. A Steering Committee chaired by the Minister of Finance and involving senior managers, key line agencies and district representatives as appropriate will provide the strategic direction for the program and ensuring that the program progresses in line with the Government’s development and public financial management objectives.
A Supervisory Committee chaired by the Minister of Finance and comprising the World Bank and one or more development partners will monitor progress in program implementation and make recommendations to the Steering Committee on issues affecting the successful achievement of the program’s objectives. The Supervision Committee will provide a forum for continuous policy dialogue and will oversee and advice on the integration of all activities and advisers within the program framework, including coordination and consultation with donors involved in parallel financing and co-financing All Technical Advisers recruited to the PFMCBP are contracted by, and accountable to, the Minister of Finance. Senior Management Advisors will be responsible for planning and monitoring the quality of performance of TA assigned to their respective branches and units.
Ministry of Finance Reform The Ministry of Finance is the Government body responsible for the design, execution, coordination and assessment of the finance policies defined and approved by the Council of Ministers, particularly in the areas of budget and finance, and the Government’s annual planning and monitoring of their programs.
In 2008, the Ministry of Finance has commenced a process for institutional reform that aims to improve the quality of services that the Ministry provides to policy-makers, line ministries and districts. A restructure of the Ministry and the implementation of the new Organic Law are underway, providing some of the conditions necessary to improve performance, in particular at senior management level.

Job Summary
I. BACKGROUND Planning and Finance Management Systems in Timor-Leste Since the restoration of independence in 2002, the Government of Timor-Leste (GoTL) has made steady progress in building its Planning and Finance Management (PFM) systems, but significant challenges remain. Institutions responsible for planning, budgeting, budget execution, revenue collection, internal control and reporting are particularly weak in a context of rapidly accumulating revenues and expansion of the state budget. The PFM system is characterized by extremely low budget execution on a cash basis, caused by low capacity within the civil service and weaknesses in planning, budgeting, procurement, implementation and project management. Progress to convert existing resources into economic growth and tangible service delivery improvements is slow. Strengthening PFM in any country is a long-term agenda. Sound PFM requires government wide systems and processes that operate in a fully integrated manner; weak links must be addressed in a systematic manner.
Areas requiring immediate attention include:
# Linking planning and budgeting
# Reform of procurement and devolution to the line agencies
# Improving cash planning and cash management to prevent excessive Treasury liquidity
# Strengthening core IT systems to support the budget process
# Improving internal and external controls and monitoring
# Implementation of a comprehensive program of capacity building and professional development for civil servants including delivery of incentive and reward reforms.
The GoTL is conscious of the key role of PFM systems for growth, service delivery and poverty reduction, and has commenced implementation of a Planning and Finance Management Capacity Building Program (PFMCBP) to assist to secure these objectives. The Planning and Financial Management Capacity Building Program The PFMCBP aims to achieve sustainably strengthened planning, budgeting, public expenditure management and revenue administration for growth and poverty reduction, with emphasis on efficiency, effectiveness, accountability, integrity, service culture, and transparency. Funded through a World Bank multi-donor trust fund, the PFMCBP is a five year coordinated program of targeted capacity building in planning and financial management. The key GoTL implementing agency is the Ministry of Finance (MoF), but PFMCBP also includes support for financial management staff in the line ministries and districts.
The program comprises four major components, encompassing:
(a) public expenditure management; (
b) revenue administration and macro-economic management;
(c) support for executive management and other cross cutting activities; and
(d) support for program implementation.
Early capacity building initiatives in the MoF focused largely on getting the public financial management system up and running without fully addressing the capacity shortfalls of civil servants. This has created a system that remains heavily reliant on the presence of international advisers, who have largely focused on in-line performance and, to a limited extent, on the transfer of skills. Through PFMCBP the GoTL wants to move beyond the transitional substitution of international for local expertise, to an integrated approach to institution building that relies on three pillars: skills and knowledge; systems and processes; and attitudes and behaviours.
Based on the three-pillar framework, the objectives for the PFM function are
(i) improved service delivery, both to internal clients and to the population; and
(ii) to create a sustainable PFM system that would be increasingly managed and run by national staff, with the number of advisers decreasing over time as national staff take on increasing responsibility.
To achieve this, the Program has adopted a “platform” approach under which first steps and foundations are consolidated before more advanced steps are attempted. PFMCBP faces two central challenges in the near term. The first challenge will be to creatively and flexibly support elaboration and implementation of the change management strategy by the RWG, task teams and senior management team. It will take time to define and communicate elements of the change process: it must not proceed too quickly, or according to a technical blueprint. The second challenge will be to ensure the program does not lose focus on the pressing need to improve the Ministry’s core public finance management responsibilities and maintain operations. Government capacity is already limited and there is a risk that dramatic changes may divert focus.
PFMCBP should target activities that improve service delivery, support economy and employment outcomes, and underpin government’s efforts to establish its legitimacy. Program Management The program is managed and implemented by the MoF through a dedicated Program Implementation Unit (PIU), led by the Program Implementation Officer (PIO). Comprising a core group of TA management specialists, the PIU ensures best practice capacity building efforts throughout the program.
The PIU is located within the Executive Office of the Ministry of Finance, and is designated part responsibility for aid effectiveness also, together with associated PIUs in MoF. A Steering Committee chaired by the Minister of Finance and involving senior managers, key line agencies and district representatives as appropriate will provide the strategic direction for the program and ensuring that the program progresses in line with the Government’s development and public financial management objectives.
A Supervisory Committee chaired by the Minister of Finance and comprising the World Bank and one or more development partners will monitor progress in program implementation and make recommendations to the Steering Committee on issues affecting the successful achievement of the program’s objectives. The Supervision Committee will provide a forum for continuous policy dialogue and will oversee and advice on the integration of all activities and advisers within the program framework, including coordination and consultation with donors involved in parallel financing and co-financing All Technical Advisers recruited to the PFMCBP are contracted by, and accountable to, the Minister of Finance. Senior Management Advisors will be responsible for planning and monitoring the quality of performance of TA assigned to their respective branches and units.
Ministry of Finance Reform The Ministry of Finance is the Government body responsible for the design, execution, coordination and assessment of the finance policies defined and approved by the Council of Ministers, particularly in the areas of budget and finance, and the Government’s annual planning and monitoring of their programs.
In 2008, the Ministry of Finance has commenced a process for institutional reform that aims to improve the quality of services that the Ministry provides to policy-makers, line ministries and districts. A restructure of the Ministry and the implementation of the new Organic Law are underway, providing some of the conditions necessary to improve performance, in particular at senior management level.

Bancos reduzem actividade de financiamento de projectos
O banco Royal Bank of Scotland Group (RBS), que tem liderado a montagem, tomada firme e financiamento de projectos a nível mundial vai afastar-se dessa linha de negócios numa tentativa de recuperar a rentabilidade do banco que têve que ser apoiado pelo governo do Reino Unido. Mas de 60% da carteira de project finance do RBS está na Europa, incluindo Portugal.
A Caixa Geral de Depósitos estava no nº 19 entre os principais bancos de project finance em, com tendência a subir na medida em que outros bancos se afastam.Assim RBS vai limitar a sua actividade de financiamento de novos projectos a bastante mais curtos de 3 a 5 naos, e não os 20 or 30 anos que tem sido feita até à data. O financiamento de projectos consiste de crédito de muito longo prazo cujo reembolso depende apenas dos meios libertos pelo próprio projecto.
Outros bancos estão a reduzir a sua actividade de project finance devido ao grande tamanho e longo prazo dos créditos, que absorbem muito liquidez e capital, especialmente com a entrada em vigor das normas Basileia II.
