International Relief and Development (IRD) is seeking a qualified Chief Engineer for vertical structure projects in Mozambique. The Chief Engineer will be the primary point of contact with clients, local authorities and will oversee all construction activities.The Chief Engineer will be directly responsible for managing and supervising construction management teams including Project Managers, Quality Control Managers, Field Inspection Engineers, Surveyors, Specialists and other relevant staff and/or consultants, as well as the management and development of implementing contractors.The incumbent will ensure that all construction aspects of the projects are following proposed timelines and are implemented according to client and IRD standards.
Major Responsibilities:
- Represent IRD in Mozambique for specific infrastructure projects;
- Responsible for relationship with clients and timely delivery of outputs/construction activities;
- Manage and supervise performance of respective teams of individual engineering consultants or other field personnel;
- Responsible for timely execution of projects according to IRD's quality standards and project specifications and take corrective actions as needed in case of a problem;
- Assure that implementing contractors comply with the technical requirements of specifications and bill of quantities;
- Provide guidance and direction to Project Managers, Quality Control Managers, consultants and subcontractors;
- Lead the effort of the field team to meet client and national construction, environmental and safety standards;
- Ensure that all construction contracts are managed properly and work flow timelines and all deadlines are met;
- Assure cost scheduling system through Primavera Engineer /Scheduler;
- Address and resolve any major issues in regard construction contract implementation;- Manage and supervise work load of respective staff members;
- Perform other duties as assigned.Required skills
- Bachelor or Masters (preferred) in Civil Engineering or related degree.
- Comprehensive understanding of USAID procedures and policies.
- Working knowledge of FIDIC and FAR conditions of contract.
- English language fluency required; Good written and oral communications skills required.
- Knowledge and experience with Portuguese.
- Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team.
- Ability to work effectively in a fast-paced, stressful environment. Must be flexible, willing to perform other duties and work irregular hours.
Experience required: Proven experience in management of multi million dollars size construction projects in a complex environment; experience in Mozambique strongly preferred. --
