Caveat Creditor 3 - Argentina falha pagamento de juros de dívida externa

Os títulos de jornal não contam a história toda, nem contam a história bem. Depois de oito defaults, os credores internacionais voltaram a AVALIAR MAL a capacidade de reemboso da Argentina e tomaram decisões de crédito erradas, pela 8ª vez.
O sobreindividamento resulta de uma MÁ DECISÃO A DOIS, o Credor e o Devedor, em que o credor tem mais controlo e mais responsabilidade ao facilitar a acumulação de crédito insustentável, que fica rapidamente "mal parado" e em incumprimento.
Triste é o povo Argentino voltar a sofrer a austeridade pela 9ª vez.

Nada disto surpreende quem conhece a Argentina, os mercados financeiros internacionais, e a imprensa internacional.
- A gestão financeira da Argentina continua a ser caracterizada pela falta de prudencia, por ciclos de altos e baixos
- Os credores continuam a ser irresponsáveis e a fazer crédito "mal parado" desde a assinatura.
- Nos titulos dos jornais, a culpa de um incumprimento é sempre atribuida ao Devedor, salvo rarissimas excepções, como no artigo citado abaixo (Turner 2013) sobre as falhas do sistema financeiro internacional.
Se os credores internacionais fossem obrigados a sofrer a "first loss", um pequeno "haircut" de 5%, haveria muito menos casos de sobreendividamento e de austeridade, e menos crises financeiras.
Com a Crise Económica 2020 resultante da Crise Covid19 vamos ver mais notícias destas, especialmente se os "apoios" oferecidos aos países pobres mais afetados vierem na forma de crédito (insustentável) e não na forma de subsídios ou grants. #caveatcreditor, #Divergence, #Imbalances

"One area where international monetary cooperation has failed is in the role of surplus or creditor countries in limiting or in correcting external imbalances. The stock dimensions of such imbalances - net external positions, leverage in national balance sheets, currency/maturity mismatches, the structure of ownership of assets and liabilities and over-reliance on debt - can threaten financial stability in creditor as in debtor countries.
Creditor countries therefore have a responsibility both for avoiding "overlending" and for devising cooperative solutions to excessive or prolonged imbalances."

i.  strength the regulatory and institutional framework,
ii. prepare and implement public-private partnership (PPP) projects in LAC
iii. disseminate PPP knowledge 

The Inter-American Development Bank (IDB) is executing the above mentioned operation. 
Expressions of interest must be delivered using the IDB Portal for Bank Executed Operations ( http://beo-procurement.iadb.org/home
by: June 25, 2018, 5:00 P.M. (Washington D.C. Time).

The consulting services (“the Services”) include a range of activities required to strength the regulatory and institutional framework prepare and implement public -private partnership (PPP) projects in LAC. Timelines will be determined through the work order and associated bids by providing proposed work plans and total costs for that work order.
Eligible consulting firms will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policy for the Selection and Contracting of Consulting firms for Bank-executed Operational Work - GN-2765-1.

All eligible consulting firms, as defined in the Policy may express an interest. If the Consulting Firm is presented in a Consortium, it will designate one of them as a representative, and the latter will be responsible for the communications, the registration in the portal and for submitting the corresponding documents.

The IDB now invites eligible consulting firms to indicate their interest in providing the services described below in the draft summary of the intended Terms of Reference for a Framework Agreement. 
Interested consulting firms must provide information establishing that they are qualified to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)... and have a presence in Latin America 

Eligible consulting firms may associate in a form of a Joint Venture or a sub-consultancy agreement to enhance their qualifications. Such association or Joint Venture shall appoint one of the firms as the representative.
