Consultores preparam projetos para porto da Beira

A empresa de consultoria ambiental e de engenharia, Antea Group, vai realizar um estudo de viabilidade no âmbito de um projecto destinado a melhorar o acesso ao Porto da Beira, o segundo maior porto de Moçambique, que serve a região, incluindo o Zimbabwe, o Malawi e a Zâmbia. Trabalhando como parte de um consórcio junto à consultoria de engenharia canadense Consultec, os especialistas em mobilidade urbana MOVE Mobility e a empresa de consultoria de parcerias público-privadas Tetra-Tech, IP3, Antea Group fornecerão uma gama de serviços, incluindo levantamento geotécnico e hidrológico, avaliação do impacto social (ESIA) e estudos de tráfego.

Antea Group awarded Mozambique feasibility contract          27 April 2017 
Netherlands-headquartered environmental and engineering consultancy, Antea Group, is set to perform a feasibility study as part of a project aimed at improving access to Beira Port, Mozambique’s second largest port, which serves the wider region, including Zimbabwe, Malawi and Zambia.
Working as part of a consortium alongside Canadian engineering consultancy Consultec, urban mobility experts MOVE Mobility and Tetra-Tech owned public-private partnership advisory firm, IP3, Antea Group will be providing a range of services including geotechnical and hydrological surveying, a preliminary environmental and social impact assessment (ESIA) and traffic studies.
The project is being funded by the Dutch government’s Develop2Build (D2B) Programme, which offers government-to-government assistance in setting up infrastructure projects.
Part of the Master Plan Beira 2035, it is hoped the port access road will improve road safety and living conditions in the area, attract investors and stimulate economic and industrial development.

EdM compra electricidade de nova central carvão

Resultado de imagem para Ncondezi Coal CompanyCentral a carvão de Ncondezi (300MW), com um custo de US $ 1.000,00m (Capital: US $ 300,00m, Dívida: US $ 700,00m)localizada em Tete, Moçambique.

O projeto está sendo desenvolvido pela Ncondezi Energy, que espera finalizar seu acordo de desenvolvimento conjunto com a Shanghai Electric Power (SEP). O acordo prevê que a SEP tome uma participação de 60% na empresa de projetos Ncondezi Power Company, fornecendo US $ 25,5 milhões em fundos de ações para corresponder aos US $ 17 milhões de custos históricos de desenvolvimento da Ncondezi.
O projeto deverá custar cerca de US $ 1 bilhão no total, incluindo o custo de uma linha de transmissão de 90 km conectando o projeto à rede. Financiados em grande parte por instituições de financiamento do desenvolvimento.
A central  vai queimar carvão de uma mina a céu aberto de propriedade da Ncondezi, produzindo cerca de 1,2 milhão de toneladas de carvão por ano. Está em negociação um contrato de abastecimento de energia de 25 anos à  EdM Electricidade de Moçambique, como offtaker,  pago em dólares norte-americanos.
A central consumiria 7,2 milhões de toneladas métricas anualmente de carvão fornecido por uma mina de carvão térmico a céu aberto.
A operação de mineração produzirá 1,3 milhão de toneladas de carvão ao longo de uma vida útil de 25 anos, com reservas de carvão estimadas em 4,7 bilhões de toneladas e recursos de 120 milhões de arqueação lavável in situ.

Moçambique recebe assistência técnica para preparar projecto de saneamento e resíduos em Chimoio e Inhambane

Development Plan and Feasibility Study for Urban Sanitation, Drainage and Solid Waste Management in Chimoio and Inhambane
The African Water Facility (AWF) grants €1,8 million to Mozambique to finance a development plan and feasibility studies for urban sanitation, drainage and solid waste management in Chimoio and Inhambane.
The 310,000 inhabitants of the two municipalities are facing serious sanitation and urban flood issues.

Mozambique is affected by recurring floods. This is caused by a combination of insufficient storm water drainage, river overflowing and sea intrusion during storms. Sanitation coverage is low in Mozambique. In urban areas only 55-60% of the population has access to sanitation services.

Developing the access and supply of electricity in the country are the upmost objectives of Electricidade de Moçambique (EDM), the State-owned Mozambican utility. It is responsible for generating, transporting, distributing and commercialising electricity in the whole country to more than 1.3 million of consumers. In line with the National Strategy for Renewable Energy 2011-2030, Mozambique and EDM are willing to develop renewable energy projects in the country to meet the fast-growing demand in poorly-supplied areas of the country and to sell energy to the neighbouring countries.

The Project will provide Technical Assistance to the Mozambican authorities at the level of EDM and the Ministry of Mineral Resources and Energy, and will help structuring adequate tools to attract private financing: design and implementation of a new PPA scheme and of the off-take risk guarantee mechanism. These tools should enable EDM to structure its participation to some of these strategic power generation projects. In this regard, it is a crucial step for EDM and Mozambique that will enable them to actually face the challenges above mentioned.

The global objective of the project is to support the Government of Mozambique and Electricidade de Moçambique (EDM) in the implementation of a sustainable energy strategy, compliant with the total reduction of about 76.5 MtCO2eq in the period from 2020 to 2030, as indicated in the INDC of Mozambique.

By encouraging the diversification of the national electricity mix, the project will also help to reduce vulnerability to climate change (droughts and their consequences on hydropower production essentially).

FMI comenta países da CPLP

QUESTIONER: Good morning. The finance ministers of the EU announced sanctions on Spain and Portugal for violating rules and budget deficit targets. So how do you see, how does IMF see those sanctions on Portugal and which implications it might have for this country? OECD said the sanctions on both countries were the last thing Europe needed after Brexit, so I just wanted to have some comments from you on this.
It seems you have an update on Guinea-Bissau if you could give some considerations in case you do? There was a remaining installment of €9 million to be paid this year. In case you got any information?
And on Mozambique, it has been on the news that the financial aid by the IMF might not happen this year, and I would like to confirm that with you. In Angola, I just wanted to ask, in case you have some follow up…
MR. RICE: A whole press conference in itself. Well, thank you. Let me try and give you something on each of those. On Portugal, look, on the issue of sanctions, that’s clearly for the European Commission to propose sanctions if that’s what they do. My understanding is, that would happen within the next 20 days or so, so that’s not an issue for the IMF. It’s for the Commission, so you might want to ask them about that.
On Guinea-Bissau, thanks for the question, seriously. It’s good to talk about other countries about important issues. What I can tell you is the IMF’s Extended Credit Facility program with Guinea-Bissau is off track as a result of two expansive bank bail-outs that violate the end December 2015 net credit to government performance criteria.
This also prompted development partners, including the World Bank, the African Development Bank, and the EU to hold their budget support. I can tell you that in an effort to bring the program back on track, the new government which, as you know, has been in place since last month, declared the bail-outs to be null and void, and, you know, we continue in that context to provide policy advice and technical assistance, and continue the discussions with the new government.
On Angola, we talked a bit about it two weeks ago in your absence, but I think it’s been reported that the government of Angola has decided to continue their close policy dialogue with the Fund only in the context of the Article IV consultation, and not through discussions concerning an EFF supported program. So, again, we continue to work. We stay engaged, but it’s not on discussions on a financial program.
Then on Mozambique, again, we’ve discussed it quite a bit here. We had a mission in Maputo ending toward the end of June. That was the fact finding process related to the previously undisclosed borrowing, and to assess the macroeconomic situation. We welcomed the government’s investigation into this previously undisclosed debt. We thought that was important.
Additionally, the staff mission said that further measures are needed. In particular, we felt that an international and independent audit would be needed. That’s of Ematum, Proindicus, and MAM companies. The latter two being the companies that received the funding under the previously undisclosed loans. We did issue a press statement on all of this, so it’s all public.
Our understanding is at this stage the government is not ready to move forward with the audit. That’s kind of where we stand. So the review with the Fund has not been completed, and, of course, for any disbursement that review would need to be completed.
QUESTIONER: On Portugal you’re telling me you don’t have any comments on the sanctions? Because if just released, the Article IV June 30 --
MR. RICE: We did. That’s right.
QUESTIONER: -- so how do you see those sanctions? No comments on that? Aren’t you worried?
MR. RICE: We just released the Article IV consultation report a few days ago on Portugal, so I’m going to let that speak for itself. It was pretty comprehensively covered and I’ll leave it there.

Moz - Novo papel para parteiras tradicionais

Dorca Taulo deu à luz seu primeiro filho há 6 anos na casa da parteira tradicional na sua comunidade em Milange, Zambézia. Quando ela recentemente engravidou novamente, Fany Pitala, sua parteira tradicional, acompanhou-a ao centro de saúde mais próximo em Dachudua, Milange para que ela pudesse dar à luz em uma clínica.

"Eu tive meu primeiro filho na casa de Fany", explica Dorca. "Ela é a parteira tradicional na minha comunidade em Mulepa. Quando fiquei grávida novamente, ela me levou ao centro de saúde aqui em Dachudua para cuidados pré-natais. A última vez que veio, a enfermeira  me disse para ficar em casa de maternidade, porque eu vivo 10 km de distância e eu vou dar à luz em breve. "

Partos institucionais e cuidados especializados, antes, durante e após o parto pode salvar as vidas de mulheres e recém-nascidos. província da Zambézia tem algumas das mais altas taxas de mortalidade materna e neonatal em Moçambique.

"Para dar à luz com uma parteira tradicional é arriscado", diz Dorca. "Se a mãe ou o bebê tem problemas, o atendente tradicional não tem condições para resolver os problemas, por exemplo, se você começar a perder sangue ou uma infecção."

Para certificar-se que as mulheres chegar aos centros de saúde para os cuidados pré-natais e em tempo para dar à luz, uma nova colaboração entre centros de saúde e parteiras tradicionais foi estabelecida. Baseia-se na rede única e conexão cultural que as parteiras tradicionais têm de comunidades rurais.

Como Dorca, muitas pessoas na Zambézia vivem longe dos centros de saúde. Maternidade casas de espera, portanto, foram construídos para acomodar as mulheres grávidas nos últimos dias de sua gravidez para que eles possam dar à luz em um centro de saúde com enfermeiros treinados.

"Após a introdução desta nova metodologia há grandes mudanças", diz Saúde Materna e Infantil enfermeira, Sinanoya Miranda. "As parteiras tradicionais agora ajudar a sensibilizar informações nas comunidades sobre os benefícios do parto na maternidade. No passado, as parteiras tradicionais realizados os partos em casa e que criou muitos problemas para nós, porque as mulheres que chegam aqui exausto depois de ter começado a pressionar antes do tempo. "

Para garantir que as mulheres recebam atendimento de qualidade ao chegar nos centros de saúde, enfermeiras de saúde materna e infantil foram treinados em cuidados obstétricos essenciais, incluindo pré-natal e pós-parto. Parteiras tradicionais também têm sido treinados para reconhecer sintomas críticos de doenças comuns e encorajados a submeter as mulheres aos centros de saúde.

"Somos seis parteiras tradicionais que cobrem as comunidades em torno do centro de saúde Duchudua", diz Fany. "Agora que Dorca é ficar em casa de maternidade, eu estou tomando voltas com as outras parteiras tradicionais por isso há sempre alguém para cuidar dela."

Fany e os outros médicos tradicionais se reúnem mensalmente com as enfermeiras de saúde materna para planejar as mudanças em casa da maternidade e para compartilhar informações sobre a saúde nas comunidades que estão cobrindo.

"Quando Dorca veio me ver para essa gravidez", diz Fany, "fomos juntos ao centro de saúde Daduchua para os cuidados pré-natais e para abrir o cartão de registro de saúde materna. Vou ajudá-la durante o nascimento e depois disso vamos voltar juntos para a comunidade ".

O projeto ODM 4 e 5 tem como objetivo melhorar a saúde materna e infantil, com especial enfoque na província da Zambézia. Quatro Agências da ONU trabalham em conjunto para concretizar esse projeto: WHO, UNFPA, UNICEF e PAM com financiamento do Departamento de Relações Exteriores, Comércio e Desenvolvimento canadense. Um dos objetivos é aumentar a demanda e melhorar a qualidade de atendimento especializado antes, durante e após o parto.

Dorca Taulo gave birth to her first child 6 years ago in the house of the traditional birth attendant in her community in Milange, Zambezia. When she recently became pregnant again, Fany Pitala, her traditional birth attendant, accompanied her to the nearest health centre in Dachudua, Milange so she could give birth in a clinic.
“I had my first son in Fany’s house,” explains Dorca. “She is the traditional birth attendant in my community in Mulepa. When I got pregnant again, she took me to the health centre here in Dachudua for ante-natal care. The last time we came, the nurses told me to stay in the maternity home because I live 10 kilometers away and I will give birth soon.”
Institutional deliveries and skilled care before, during and after childbirth can save the lives of women and newborn babies. Zambezia province has some of the highest rates of maternal and neonatal mortality in Mozambique.
“To give birth with a traditional birth attendant is risky,” says Dorca. “If mother or baby has problems, the traditional attendant does not have the conditions to solve the problems for example if you start to lose blood or get an infection.”
To make sure that women get to the health centres for ante-natal care and in time for giving birth, a new collaboration between health centres and traditional birth attendants has been established. It is based on the unique network and cultural connection that traditional birth attendants have to rural communities.
As Dorca, many people in Zambezia live far away from health centres. Maternity waiting homes have therefore been built to accommodate pregnant women the last days of their pregnancy so they can give birth in a health centre with trained nurses.
“After introducing this new methodology there are big changes,” says Maternal and Child Health Nurse, Sinanoya Miranda. “The traditional birth attendants now help sensitizing information in the communities about the benefits of giving birth in the maternity ward. In the past, the traditional birth attendants carried out the births at home and that created many problems for us because the women would arrive here exhausted after having begun to press before time.”
To make sure women receive quality care when arriving at the health centres, maternal and child health nurses have been trained in essential obstetric care including ante-natal and postpartum care. Traditional birth attendants have also been trained to recognize critical symptoms of common diseases and encouraged to refer the women to the health centres.
“We are six traditional birth attendants who cover the communities around Duchudua health centre,”says Fany. “Now that Dorca is staying in maternity home, I am taking turns with the other traditional birth attendants so there is always someone to look after her.”
Fany and the other traditional practitioners meet monthly with the maternal health nurses to plan to the shifts at the maternity home and to share information about health in the communities they are covering.
“When Dorca came to see me for this pregnancy,” says Fany, “we went together to Daduchua health centre for ante-natal care and to open the maternal health registration card. I will help her during the birth and after that we will return together to the community.”
The MDG 4&5 project aims to improve maternal and child health with particular focus on Zambezia province. Four UN Agencies work together to make this project happen: WHO, UNFPA, UNICEF and WFP with funding from the Canadian Department of Foreign Affairs, Trade and Development. One of the goals is to increase demand for and improve quality of skilled care before, during and after childbirth.

I.. International is seeking a Gender Advisor for a proposed 5 year, USAID-funded Mozambique Monitoring and Evaluation Mechanism and Services (MMEMS) project. The goal of the project is to make USAID/Mozambique a more effective and adaptive development organization by building the Mission’s capacity for performance planning, monitoring and reporting systems. The MMEMS project has three (3) objectives:

1) Improved Activity Management and Learning Capacity
2) Improved Monitoring and Performance Data
3) Ensure high quality and efficient Evaluation services
Responsibility:
The Gender Advisor will lead contractor support to USAID, stakeholders, and within MMEMS in all aspects of gender data collection and analysis to ensure that the overall emphasis of the CDCS on women’s empowerment is included in all monitoring, evaluation, and learning work. S/he will provide guidance on the use of performance indicators and evaluations to reflect progress toward gender equality outcomes and impacts throughout the life of the project. The Gender Advisor will be responsible for the design of gender analyses to assess gaps between men and women in Mozambique, and provide recommendations on empowering leadership and expertise of women and girls, and devise strategies for meeting their needs. S/he will ensure identified indicators incorporate consideration of gender sensitivities, geographic focus, population segmentation, and similar crosscutting strategic issues of importance to USAID/Mozambique, and will establish genderdisaggregated information requirements for data collection activities and reports; and highlight gender-based constraints and issues in connection with all assessments, surveys, studies, etc.
Qualifications:
  • Master’s degree or other advanced degree in international development, women’s/gender studies, research and evaluation, or other social sciences field;
  • Minimum 7 years’ experience in gender assessments and gender mainstreaming for international development programs including incorporating gender concerns in the design and implementation of USAID evaluations.
  • Demonstrated track record of successful capacity building with various counterparts, beneficiaries, and stakeholders, including government officials, USAID representatives, private sector associations, local universities, etc.;
  • Proven experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries;
  • Excellent written and oral communication and outstanding interpersonal skills;
  • Familiarity and experience working in sub-Saharan African context, culture, and society; experience in Mozambique desired;
  • Fluency in Portuguese preferred. At minimum, fluency in Spanish required.

Role overview
VSO Mozambique’s current programme portfolio focuses on Education, Health and Secure Livelihoods. Working with a range of partners and funders we support the improvement and access to basic education for girls. Our Health programme focuses on HIV/AIDS, sexual reproductive health and promoting secure livelihoods. Working together with a highly-motivated team, you will translate our strategy into lasting, meaningful improvements in the lives of the country’s poorest people. You will work with our strategic partners to shape our goals, create national strategy, raise our profile, network with government agencies, donors and other international agencies, and generally be a walking, talking embodiment of our values and vision. You will champion and lead on impact focused programming. Skills, qualifications and experience required
We are seeking a dynamic and experienced development professional to provide strategic, programmatic and operational leadership to one of VSOs biggest programmes. You will have at least 10 years experience in successfully managing development programmes and 5 years experience of leading a country team. You will also demonstrate confidence in context and poverty analysis and in leading a team to interpret this as they develop and deliver effective evidence based programmes. 

As an experienced senior manager you will l have excellent leadership, negotiation and relationship-building skills. Your ability to demonstrate the impact of your programming on the lives of poor and marginalised people will be key to your success in planning and resourcing innovative programmes. Job Description

Programme Summary 
The objective of the DFID-funded democratic Governance Support Programme, “DIÁLOGO – DIÁLOGO Local para a Boa Governação” Programme is to contribute to improved governance and accountability for Mozambican citizens in urban municipalities. DIÁLOGO will provide support to a range of organisations and institutions, including civil society, the independent media, issue-based advocacy coalitions, and research institutes at the municipal and national level to improve the accountability and responsiveness of government. The programme management unit (PMU) is based in Maputo and works with partners in the municipalities of Maputo, Nampula, Beira, Quelimane, and Tete.
Scope of Work – Operations Manager
The purpose of the Operations Manager position is to ensure that programme management, grant-making, and finance support the delivery of programme results. The Operations Manager reports directly to the programme’s Team Leader.
Tasks
The Operations Manager will:
 Assume overall responsibility for all programme operations including grant-making, finance, project administration, and the operations of grants and contracts.
 Take responsibility for overall administrative management operations in compliance with DAI and DFID regulations.
 Oversee management and oversight of grants. Ensure that grant funding; design, award, implementation, and close out processes are in accordance with DFID regulations and DAI policies. 
 Directly supervise Finance Manager and PMU Administrative Assistant.
 With Finance Manager and DAI/London, implement control systems and forecasting and accounting procedures for the project in accordance with DAI and DFID contractual rules and regulations.
 Review financial reports drafted by the Finance Manager.
 Execute human resources management policies, with Team Leader (TL) review 
 Manage all local contracts and agreements.
 Manage IT and website administration and support.
 Direct PMU implementation of programme information management system. 
 Serve as programme focal point for security, ensuring compliance with DAI’s security policies and executing the project security plan.
 Liaise with DFID Advisor and Programme Officer on financial and contract issues
 Support DAI/London staff in managing local compliance issues, including through support to DAI’s National Administrative Officer
 Support the completiong of 
 Serve as the Team Leader’s advisor on all contractual and financial matters with DFID, local partners, and Subcontractors and play a key role in ensuring compliance with the preparation and management of budgets 
 In collaboration with the Team Leader, Technical team and Finance Manager to produce quarterly reports to DFID and support preparation for programme reviews (annual, mid-term, thematic and end-of-programme)
 Any other duties as assigned by the Team Leader
Deliverables
 Finalise Programme Grants Manual and updates 
 Grants documentation and reporting
 Lead reporting (e.g., quarterly and annual financial and project reports) to DAI and DFID
 Lead annual external audit process
Qualifications/Competencies: 
 A good level of spoken and written Portuguese required
 Fluency in English required
 At least five years of experience in grant-making, finance, administration, and operations
 Experience working of large donor funded programmes (DFID, USAID etc.)
 Experience living and working in Africa
 Experience managing national staff
 Experience working with DAI a distinct advantage
