EurAfrican Forum 2018 - Of Boats and Dragons

Foi muito interessante assistir à conferência sobre o EurAfrican Forum e encontrar amigos da Diáspora portuguesa.
O evento reuniu líderes africanos e europeus, de governos, empresas e da sociedade civil para discutir objetivos partilhados e explorar novos tipos de cooperação e coligação num momento em que o contexto geopolítico global está mudando rapidamente, trazendo consigo tanto promessas como riscos.

O evento foi organizado por José Manuel Durão Barroso, antigo Presidente da Comissão Europeia e Primeiro Ministro de Portugal e o Conselho da Diáspora Portuguesa, uma associação privada sem fins lucrativos, fundada em 2012, cujo principal objetivo é valorizar a imagem e reputação internacional de Portugal envolvendo a Diáspora portuguesa de comprovada influência que se tenha destacado em vários campos, nomeadamente em Cultura, Cidadania, Ciência e Economia. Esta Rede Mundial Portuguesa conta atualmente com 92 Conselheiros, de mais de 25 países e 45 cidades, nos 5 continentes.

Entre os oradores do EurAfrican Forum estiveram o Presidente da República Portuguesa, Marcelo Rebelo de Sousa, e numerosos ministros, embaixadores e representantes de países europeus e africanos.

Todos focaram a necessidade de intensificar o diálogo Europa-África, considerando que a África está se tornando cada vez mais importante para a Europa, não só como vizinha o fonte de migrações mas também como parceiro comercial. Os países dos dois continentes necessitam de lidar melhor com os enormes desequilíbrios demográficos, com os fluxos resultantes de migrantes e refugiados e de  saber ajudar a África a responder aos seus enormes desafios de investimento, não apenas em infra-estruturas (EUR 100 biliões/ano), mas também em saúde, educação, segurança alimentar, justiça ...

Eis algumas impressões:

1. A ideia peregrina de que a Europa pode "fechar as rotas do Mediterrâneo" do Oriente Médio e da África é uma "ilusão do pior tipo", considerando famílias pobres com 5,2 filhos na margem sul e famílias ricas com 1,2 filhos na margem norte.  Esta tentativa pode vir a acontecer, com um sofrimento incalculável. Recorde-se os barcos superlotados à deriva no Mediterrâneo, sem porto de abrigo.
Os fenómenos são paralelos:  enquanto os "boat people" asiáticos ruma à Austrália, os "refugiados" africanos rumam à Itália.

2. Os oradores africanos falaram da a sua preferência pelo financiamento do livro de cheques (checkbook financing) da China (le modele chinois) comparado  à lista de condições (checklist financing)  da Europa, com exigências numerosas. Sentia-se mesmo a presença do "dragão na sala".   O deslumbramento dos Africanos com "o cliente chinês" que eu detectei pela primeira vez em Angola em 2004 continua.

3. É claro que a China está importando (e às vezes fazendo permutas ou pagando antecipadamente) as matérias-primas da África sob condições menos transparentes.

4. Em alternativa, a Europa poderia concentrar os seus esforços na importação de outros bens e serviços africanos para gerar crescimento económico sustentável, industrialização e empregos ao sul do Mediterrâneo. Os países pobres que não conseguem exportar bens e serviços, acabam por exportar as pessoas, sejam elas classificadas como meros "migrantes" ou "refugiados" desesperados (ver ponto 1 acima).

It was very interesting to attend the the conference on EurAfrican Forum in Estoril  and to meet friends from the Portuguese Diaspora.  

The Forum brough toghether African and European leaders from government, business and civil society to discuss shared goals and to collectively explore new types of cooperation and coalitions at a time where the global geopolitical landscape is rapidly changing, bringing with it both promises and risks.

The Forum was organized by José Manuel Durão Barroso, a former President of the European Commission and former Prime Minister of Portugal and the Portuguese Diaspora Council, a  non-profit private association, founded in 2012, aiming to enhance Portugal’s image and international reputation  involving the Portuguese diaspora of proven influence who have distinguished themselves in fields such as Culture, Citizenship, Science and Economics. The World Portuguese Network currently comprises 92 Counselors, from over 25 countries and 45 cities, on the 5 continents.

Forum speakers included President of the Portuguese Republic Marcelo Rebelo de Sousa and numerous ministers, ambassadors and representatives from European and African countries, who all focused on the need to step up the Europe-Africa dialogue. Africa is  becoming more and more important to Europe, as a neighbor, as much as a trading partner.  Toghether, countries from the two continents need to deal with the huge  demographic imbalances and the resulting migration and refugee flows and to help Africa meet its huge investment challenges, not just in infrastructure, but also in health, education, food security, justice... 

Here are a few impressions: 
1. The idea that Europe can "close off  Mediterraneum routes" from the Middle East and Africa is a "fantasy, an illusion of the worst kind", considering poor families with 5.2 children on the southern shores and rich families with 1.2 children on the northern shores. It might just happen anyway, with untold suffering.  Recall the overloaded boats bobbing in the Mediterraneum sea. 

2. The African speakers spoke often about their preference for China's "checkbook investments" over Europe's "checklist-based funding"  with all-too-numerous conditions. We could really  feel the presence of "the dragon in the room".  

3.  Of course China is importing (and sometimes bartering or pre-paying for) raw materials from Africa under less than transparent conditions.   

4. Alterantively, Europe might focus its efforts on importing other African goods & services to generate sustainable economic growth, industrialization and jobs south of the Mediterraneum.  Poor countries which cannot export goods & services, WILL export people, whether they are classified mere "migrants" or desperate "refugees" (see point 1 above).

L'objectif de la mission est de fournir aux services de la Délégation les éléments d'information et d'analyse leur permettant d'apprécier le fonctionnement du FOMAN–Cofinancement et, de manière plus générale, de l'ensemble d'outils mis en place par les pouvoirs publics au profit des entreprises marocaines et facilitant leur accès au financement. Développement de sustèmes d'information et d'actions de formation liées en direction des cadres du Ministère de l'Industrie et de la Promotion des Investissements (MIPI)

Au titre de l’expertise le prestataire fournira :
-Un Chef d’équipe (CATEGORIE I) : pendant 80 jours de travail

Expert hautement qualifié, le chef d’équipe doit être titulaire d’un diplôme d’études supérieures en Système d’information (4 ans au moins) et d’un français écrit et parlé couramment. Il devra justifier d’une expérience professionnelle générale de 20 ans ou plus et spécifique à la mise en place des systèmes d’information de 15 ans ou plus. Il doit en outre justifier d’une expérience prouvée du contexte algérien. La conduite ou la contribution à de travaux dans des opérations de privatisation, réussies ou non, et/ou cession d’entreprises serait un plus.

Outre l’appui direct aux travaux d’expertises et de formations, il aura la responsabilité de coordonner et de mener à bien l’ensemble des travaux d’expertise requis. Il devra appuyer et suivre les actions des équipes d’intervention notamment en termes de planification et de contrôle qualitatif des travaux réalisés. Les réunions de préparation, de lancement, d’organisation et présentation des conclusions sont du ressort du chef de mission.

Spécialistes des systèmes d’informations, ils doivent être titulaires d’un diplôme d’études supérieures en systèmes d’information (4 ans au moins) et doivent bénéficier d’une expérience professionnelle de 10 ans ou plus comme experts dans les systèmes d’informations dont au moins 5 ans dans des opérations de formation aux outils et technologies de l’information et systèmes informatiques. La conduite de travaux dans des opérations de privatisation, réussies ou non, et/ou cessions d’entreprises serait un plus.
