DevCo-supported Timor-Leste seaport project reaches commercial close

With DevCo support the Government of Timor-Leste in June signed a 30-year, $490 million concession agreement with private sector partner Bolloré Africa Logistics, to build a new, primary international seaport at Tibar Bay. DevCo provided US$1.5 million in funding to support IFC’s transaction advisory and structuring work on the deal.  The new port will alleviate the congestion at Dili, which is causing long delays and increasing costs of doing business.

France’s Bolloré Group signed a 30-year, USD 490 million concession contract with the Southeast Asian state of Timor-Leste for the building of the country’s primary international seaport.

The historic deal is the first public-private partnership (PPP) undertaken in the post-conflict country as well as the largest ever investment with a private partner.

The greenfield project will replace the existing capacity-strained and congested port of Dili with a modern container port at Tibar Bay, about 12 km from the capital, with the capacity to handle up to 350,000 teu. It will take three years to build the new port.

The International Finance Corporation (IFC), a division of the World Bank that advised the government on the PPP transaction, said the total cost of the project could be up to USD650 million. IFC estimates total construction costs will be between USD290 and USD390 million, with capital expenditure for operations between USD190 million and USD260 million.

The port will consist of a 630 m wharf with 15m draught and 24 ha container yard. Two ship-to-shore cranes and five rubber-tyred gantry cranes will be employed at the start of operations.

“Strong economic growth is expected to drive continued import demand and cargo growth from around 50,000 teu in 2012 to a forecast 350,000 teu in 2040,” said Jakarta-based Laurent Fremy of the IFC.

Dili Port is a small facility originally built for break-bulk operations and has a wharf length of 285 m and an alongside depth of just 7 m. It can handle vessels of up to 500 teu only and there are delays in berthing when several vessels arrive at the same time.

The frequency of delays is increasing, cargo volumes are growing, and port capacity is limited on the landside. Dili is expected to experience critical congestion levels by 2018.

The concession deal is for a 30-year term on a build-operate-transfer basis, during which time the government will receive royalties, fees, and taxes from the operation of the port.

in a statement announcing the signing of the deal, Bolloré said, “Timor-Leste‘s new container terminal will target productivity and performance levels in line with those of the world's biggest ports.”

Timor-Leste has USD10 billion in sustainably managed funds from its oil reserves which it is using to rebuild its economy and GDP has been growing steadily in recent years, rising by 6.2% in 2015 and projected by the Asian Development Bank to grow by 6.6% in 2016. Development of the port is part of a 20-year strategic development plan to build core infrastructure.

Cargo throughput has been growing steadily and economic and population growth are expected to drive steady growth in the demand for containerised cargoes. As per capita income increases, there is also high growth anticipated in non-containerised cargo such as vehicles and construction materials.

According to Fremy of the IFC, structuring the deal presented some significant challenges, in part because there was no previous experience of PPP transactions in Timor-Leste.

Fremy added that there was a challenge in determining an appropriate financial structure because of many moving parts, such as uncertainties regarding inflation, determination of appropriate and realistic revenue levels during, for instance, the transition phase, the moving of operations from Dili to Tibar Bay, and more.

Bolloré Logistics has been operating in Timor-Leste since 1999 and is the largest logistics support services company in the country, providing services including freight forwarding, customs brokerage, and stevedoring.

"Muitos Timorenses dizem que sem acordo bilateral sobre a fronteira marítima entre os dois países, Timor-Leste e Australia, os três Tratados são injustos. Embora a Austrália tenha acordado uma fronteira no fundo do mar com a Indonésia em 1972, ela nunca negociou nenhum limite com Timor-Leste. Segundo a lei internacional, argumenta Timor Leste, tal fronteira deve ficar marcada a meio caminho entre os dois países. Isso deixaria o jazigo petrolífero Greater Sunrise completamente dentro das 200 milhas náuticas da zona económica exclusiva de Timor-Leste."

BACKGROUND
The Asia Foundation (the Foundation) is implementing the EVAW Program in Timor-Leste under a Grant Agreement with the Australian Department of Foreign Affairs and Trade. The EVAW Program goal is to reduce the proportion of women who have experienced violence, and to improve the well-being of women and children affected by violence. The program aims to improve outcomes for women and children in prevention, support services, and access to justice by improving capacity in key ministries, reducing levels of violence, improving services, and strengthening justice processes. The program will focus on five so-called hub districts that have existing services and facilities. These districts are Dili, Baucau, Bobonaro, Covalima, and Oecusse. The program will also work in non-hub pilot districts, likely to be Viqueque and Manufahi.
The EVAW Program will be informed by research conducted on the underlying causes of VAW and opportunities for EVAW in Timor-Leste relating to the core pillars of prevention, service provision, and access to justice. The EVAW Program aims to develop evidence-based practice across the program and to close the feedback loop between research, activity design, monitoring results and impact, and revising design. The program hopes to identify relevant international experience and link with research both internationally and locally, as well as draw on the Foundation’s wealth of potentially relevant research.
The Foundation will engage a team of consultants to develop and conduct a survey on the prevalence and perpetration of VAW, including attitudes and behaviors, to provide a baseline for the program goal of reducing the proportion of women who have experienced violence in the last 12 months, as well as for the End of Program Outcomes under the Prevention Pillar. The survey data will also be used in other program research activities.
VAW in Timor-Leste
According to the 2009-2010 National Demographic and Health Survey, thirty-eight percent of women surveyed reported experiencing physical violence since age fifteen, with seventy-four percent of these cases involving a current husband or partner. Twenty-nine per cent reported having experienced physical violence often or sometimes in the past twelve months. There is also a history of sexual violence against women during the years of occupation and conflict, and anecdotally there is reported to be a high level of abuse of children, including sexual abuse, particularly of girls. Recent research by Paz y Desarollo on attitudes and behaviors towards domestic violence found that younger, rural, and less-educated men were more likely to be more gender equitable than older, urban, or more-educated men.
The EVAW Program will draw on prior research that has been conducted in Timor-Leste to contextualize program progress. In addition, the program will support independent research to establish a baseline for prevalence and perpetration of VAW, and attitudes and behaviors related to VAW.
Activity
The Foundation will engage a team of consultants to design and implement a survey in selected districts of Timor-Leste (certain program districts as well as controls) in early 2015. The survey should have its foundation in a solid methodology, such as the WHO methodology or the UN Multi-Country Study on Men and Violence study methodology, adapted to the needs of the EVAW Program. The study should also draw on other global best practice related to measuring perpetration and prevalence of VAW and children. The random, stratified household survey will question both women and men (but not from the same household, for ethical reasons). In addition to impact assessment, this survey will provide a statistical basis that will intersect with two other research projects, one on women’s help-seeking pathways and another on motivators for behavior change. In line with this, the survey will also include questions to capture a baseline for attitudes/acceptance towards VAW, reactive or help-seeking behavior as well as perpetration, experiences of violence during childhood, and understanding or awareness of different types and manifestations of violence. While the majority of VAW in Timor-Leste is domestic or intimate partner violence, the survey will not be limited to measuring those types of violence. The survey should also provide context-specific risk and protective factors for violence, which will inform the primary prevention activities of the program. The EVAW Program Logic is attached to this Terms of Reference.
In addition to designing the survey tools and methodology, in line with Foundation experience and international good practice, the consultant team will implement the survey using electronic data collection.[1] All aspects of the survey should be undertaken in accordance with international guidelines on ethical and safety issues linked to the collection of data on VAW. The team will work with the EVAW Program to recruit, select, and train appropriate Timorese locators and enumerators to conduct the data collection.
In addition to the baseline report, the consultants will draw on the survey findings to recommend any additions or amendments to key indicators for tracking program progress against selected outcomes, as well as to develop realistic targets for the program M&E Plan.
REQUIRED QUALIFICATIONS OF THE TEAM
  • Post-graduate degrees in relevant fields.
  • Skilled in quantitative analysis. Familiarity with statistical analysis computer programs such as SPSS or STATA.
  • Experience coordinating and overseeing data collection in dispersed locations in developing country and/or post-conflict contexts, training of staff, and in addressing risk and safety concerns related to collecting sensitive information (i.e. WHO ethical and safety standards/recommendations).
  • Experience conducting baselines and impact evaluation highly desirable.
  • Exceptional verbal, analytical, and written communication skills.
Preferred experience and skills:
  • Demonstrated experience and capacity related to EVAW programs, including qualitative analysis and research best practices.
  • Experience in use of technology to conduct surveys (i.e. via hand-held devices, data uploading and storage).
  • Experience working and conducting research in Timor-Leste.
Specific responsibilities of the consultant:
  • Review EVAW program documents and research, and previous research and analysis on prevalence, perpetration, behavior, and attitudes of VAW in Timor-Leste (e.g. research by IRC in Timor-Leste in 2002 and 2003, the 2009-2010 Demographic Health Survey and Secondary Analysis, Paz y Desarollo’s 2013 Baseline Study on attitudes and perceptions of gender and masculinities of youth in Timor-Leste), as well as regionally and globally (e.g. recent WHO and UN Multi-Country Studies on VAW) that may contribute either relevant findings or approaches and methodologies for establishing a baseline for the program’s activities;
  • Work with the EVAW Program to develop a more detailed and specific Scope of Work for the implementation of the baseline survey (the expression of interest required for this application should provide a starting point);
  • Design survey and methodology to establish a baseline for the EVAW Program goal and selected outcomes, including sampling size/necessary response rate, selection of geographic areas, and data collection tools and protocols, drawing on experience/best practice both in Timor-Leste and globally, and taking into account needs and opportunities for comparability with other relevant surveys across both time and location/country;
  • Ensure survey and methodology is in line with appropriate and rigorous safety and ethics protocols (i.e. WHO standards) related to interviewing women who may be at risk of or have experienced violence;
  • Consult with a Dili-based reference group of program stakeholders on the survey tools and methodology prior to conducting the survey;
  • Work with the EVAW Program to identify and train necessary locators and enumerators who will implement the survey in focus districts, likely using tablet technology and Open Data Kit software, and Form hub or a similar online platform. Work with the EVAW Program staff in the development and translation of survey tools, including survey questions, and training materials;
  • Pilot test survey and refine survey tools and methodology as needed;
  • Deploy survey and conduct oversight and monitoring, including quality assurance;
  • Compile, validate, clean, and analyze collected data. Clearly disaggregate and appropriately weight the responses, taking into account relevant demographics, such as disability, education level, family size, etc. The consultant team will confirm the necessary cross-tabulations with the EVAW Program team;
  • Prepare narrative report, and/or other formats to present the survey findings, including outlining methodology used. Report should include recommendations for indicators as well as program targets, and suggestions for integrating survey data with other data and research to inform program baselines (such as secondary analysis of previous Foundation law, justice, and security surveys, and surveys or research conducted by others in Timor-Leste).
  • Coordinate with EVAW Program team to facilitate external review, by an academic expert of relevant background, of the draft methodology and findings at key points during the activity to affirm the survey approach and process.
Key outputs:
  • Desk review of existing data and analysis on the prevalence and perpetration of VAW, and related attitudes, behaviors, and perceptions in Timor-Leste, to identify existing information of relevance to the survey activity.
  • Survey work plan, methodology, and field tested data collection tools.
  • Data collectors, trained in collaboration with the EVAW Program.
  • Support to data collectors as needed during field work.
  • Statistical component of the findings (frequency and cross-tabular analysis) in SPSS/STATA (.sav files) with all questions clearly labeled with weightings included; and in Excel format (.xls files) with all questions clearly labeled, and margins of error included.
  • A narrative report of no more than 40 pages, clearly illustrating methodology and findings. Report should also highlight findings of note that may have impact on program logic/theory of change, as well as included suggested indicators and targets for program monitoring and evaluation. Process should be described adequately to ease replication.
  • Presentation to the program team and other stakeholders, summarizing and conveying key components of the report.
APPLICATION PROCESS
Interested teams should submit expressions of interest outlining their proposed process, approach, and work plan to accomplish the activity above, including sampling, number of required days, total activity budget, and any relevant assumptions. CVs for proposed personnel should also be enclosed. The activity budget should reflect salaries as well as any anticipated costs for travel within Timor-Leste.

[1]The Foundation has experience in successfully conducting surveys in Timor-Leste using hand-held tablets instead of paper-based instruments and has found this promotes efficiency and cost savings by reducing the efforts needed towards data entry, cleaning, and quality assurance. The Foundation owns tablets loaded with Open Data Kit software, which are used periodically for Foundation surveys and will be available for the implementation of the baseline survey.

AusAID manages the Australian Government’s official overseas aid program. AusAID assists developing countries to reduce poverty and achieve sustainable development, in line with Australia’s national interest. AusAID is seeking tenders from organisations interested in providing services for the Governance for Development Program (Timor-Leste).
The Governance for Development (GfD) Program will focus on some of the major challenges facing the Government of Timor-Leste (GoTL) in the implementation of its Strategic Development Plan 2011-2030 (SDP). Its goal is: Poverty reduction in Timor-Leste through economic development and delivery of services. The GfD Program will assist the GoTL to implement the SDP by working with central agencies, including the Prime Ministers’ Office, the Ministry of Finance, the Civil Service Commission, the Ministry of State Administration, and the Infrastructure Fund agencies to improve the systems that are most important to economic management and service delivery. GfD will be structured around two core pillars: economic and fiscal policy; and improvements in basic services.

AusAID will directly manage the implementation of the GfD Program. AusAID is seeking a Contractor to provide additional personnel and expertise, to manage logistics and procurement for the Program and to support AusAID’s implementation team.

   Experience & Qualifications
HTSPE is looking for a senior expert to nominate in their bid for the above programme:
Deputy Director Operations – Programme Management Experience in field-based Development
  • At least ten years of relevant and progressively responsible field-based experience in international development, including experience at management level.
  • Ability to generate options that consider an appropriate range of capacity developmentsupports and to translate agreed support into action.
  • Demonstrated experience in creating and implementing systems for logistics and procurementcontract managementhuman resources and adviser management, andfinancial and office management.
  • Demonstrated experience leading and managing staff in a complex cross-cultural environment.
  • Ability to adhere to the requirements of working in an Australian Government Program, including compliance with AusAID procedures and policies and the AusAID Code of Conduct.
  • A Bachelor’s degree required in development studies, management, or other relevant topic.
  • Strong verbal and written communication skills and excellent spoken and written English.
  • Ability to acquire language skills in Tetum, Portuguese and/or Bahasa Indonesian.
 The project is expected to start at the beginning of April 2014.

Description of Opportunity:
The Asian Development Bank Infrastructure Technical Assistance (ITA) is assisting Timor–Leste’s Ministry of Infrastructure (MoI) to prepare, procure and manage consulting services, goods and works required for the annual capital development program.  This is a currently running ADB TA Project.
An international Legal Specialist will be required to work in the Ministry of Infrastructure (MoI) in Dili, Timor-Leste. The specialist will be engaged for 6 months. 

Applicant Requirements:
  1. 10 years legal experience linked to the preparation of decree laws in engineering, infrastructure or related disciplines and have worked extensively in developing countries, preferably Timor-Leste or the pacific region
  2. The specialist must be fluent in spoken and written English and Portugese, since the specialist will be required to prepare high-quality Portugese and English legal language documentation and be able to read and understand the many Portugese language documents in use within the MoI.
  3. Knowledge of Bahasa Indonesian would be an advantage as many of the documents prepared will have to be translated into Bahasa. 

Description of Duties:
The major tasks of the Legal Specialist include but are not limited to the following:
  1. prepare a draft Decree Law for Geometric Design Standards for  Roads, for use in Timor Leste;

  4. participate in a seminar, arranged by the RDE, for MoI personnel after the circulation of the draft final report for comments and ensure these are incorporated in the draft decree law;
  5. prepare a draft Decree Law for Bridge Standards  for use in Timor Leste;

Expected outputs would include:
  1. Final draft decree law for road geometric design standards by December 2011
  2. At least 3 MOI Staffs are trained on legal requirements of the decree law
  3. Final draft decree law for bridge design standards by December 2011
  4. At least 3 MOI Staffs are trained on legal requirements of the decree law

We are looking for a “Corporate Management Specialist” for an ongoing project in Timor Leste that focuses on developing standard processes and policies for the project implementation in the Ministry of Infrastructure, focusing on electricity and water sanitation. This is a 6 months full-time contract position based in Dili, Timor-Leste.

Duties and responsibilities for this position include:
  • Review existing management and corporate systems in particular the planning, scheduling, implementation, maintenance, contract management and coordination of electricity, water and sanitation systems
  • Establish improved efficient systems and policies and develop operating procedure manuals for and in line with directives set by the electricity utility board
  • Develop and implement standard procedures for preparing annual business plans and project work schedules in accordance to corporate requirements.
  • Design, manage and conduct training and capacity building activities in line with new improved corporate systems
  • Ensure the successful compliance of electricity, water and urbanisation project data inputs of counterpart staff 

Requirements:
  • A degree with at least 10 years of working experience
  • More than 5 years of corporate management experience mainly in electricity or sanitation system efficiencies in developing countries, preferably Indonesia.  
  • Experience at management level in public works agency

The Timor-Leste Rural Water Supply and Sanitation Program (RWSSP), known by the Tetum acronym BESIK, is funded by the Government of Australia through AusAID. BESIK provides assistance to the Government and civil society organisations of the Democratic Republic of Timor-Leste for the development of rural water supply, sanitation and hygiene (RWASH) sector. The Managing Contractor for BESIK is IDSS, in partnership with GHD.
We are currently seeking a Sanitation Advisor to undertake a long term assignment based in Dili, Timor-Leste.  The position will provide support and advice for the overall coordination and implementation of sanitation interventions and collaboration among key stakeholders.
The Sanitation Advisor will require the following skills and experience:
Required:
·  An advanced degree in a relevant field; eg. Public Health, Civil or Public Health Engineering, Health Promotion, Environmental Health;
·  Experience working in the RWASH sector, with total sanitation programs and behaviour change communication initiatives such as CLTS and sanitation marketing;
·  Experience working with Government Administration; Experience working with and providing support to a national counterpart(s);
·  Experience in sanitation or public health programs. Experience of mainstreaming gender and working with disability is an advantage
·  Experience with supporting policy development, developing guidelines and reference materials;
·  Experience in networking and maintaining relationships across a range of stakeholders and of varying skill levels;
·  Demonstrated experience of working effectively with a team of international consultants; and
·  Excellent communication skills in a cross-cultural environment.

Desirable:
·  Advanced experience designing implementing scaled-up total sanitation programs
·  Experience in policy and planning and an understanding of budget and revenue systems in developing nations;
·  Proficiency in language other than English – particularly Tetun, Portuguese, Bahasa Indonesia;
·  Work experience in East Timor;
·  Experience working and delivering results in an AusAID-funded project.

The Government of Timor-Leste, the Transport and Communication Sector under the Ministry of Infrastructure (MoI) through National Connectivity Project (NCP) is in the process of providing a national data communications platform to provide a converged network of data services to all district capitals based on the implementation of a national data communication backbone of VSAT connectivity, with WiMAX providing the metropolitan area network (MAN) services, and last mile connectivity for government departments and government institutions.

In line with this, SKM is seeking now for an ICT Network Engineers Specialist

Duties and responsibilities for this position include:
  • installing, maintaining, trouble shooting for almost any ICT-related problem that arises and supporting computer communication networks within a government organisation or between organisations.
  • ensure the smooth operation of communication networks in order to provide maximum performance and availability for their users (staff, clients, other government institution, etc.).
  • work internally as part of an organisation’s DNICT support team or externally as part of an IT networking consultancy to other government institution.

Requirements:


  • Bachelor’s degree in computer science or information systems is preferred.

  • Requires 5+ years network engineering experience.
