Governance for Development Program (Timor-Leste)
AusAID manages the Australian Government’s official overseas aid program. AusAID assists developing countries to reduce poverty and achieve sustainable development, in line with Australia’s national interest. AusAID is seeking tenders from organisations interested in providing services for the Governance for Development Program (Timor-Leste).
The Governance for Development (GfD) Program will focus on some of the major challenges facing the Government of Timor-Leste (GoTL) in the implementation of its Strategic Development Plan 2011-2030 (SDP). Its goal is: Poverty reduction in Timor-Leste through economic development and delivery of services. The GfD Program will assist the GoTL to implement the SDP by working with central agencies, including the Prime Ministers’ Office, the Ministry of Finance, the Civil Service Commission, the Ministry of State Administration, and the Infrastructure Fund agencies to improve the systems that are most important to economic management and service delivery. GfD will be structured around two core pillars: economic and fiscal policy; and improvements in basic services.

AusAID will directly manage the implementation of the GfD Program. AusAID is seeking a Contractor to provide additional personnel and expertise, to manage logistics and procurement for the Program and to support AusAID’s implementation team.

   Experience & Qualifications
HTSPE is looking for a senior expert to nominate in their bid for the above programme:
Deputy Director Operations – Programme Management Experience in field-based Development
  • At least ten years of relevant and progressively responsible field-based experience in international development, including experience at management level.
  • Ability to generate options that consider an appropriate range of capacity developmentsupports and to translate agreed support into action.
  • Demonstrated experience in creating and implementing systems for logistics and procurementcontract managementhuman resources and adviser management, andfinancial and office management.
  • Demonstrated experience leading and managing staff in a complex cross-cultural environment.
  • Ability to adhere to the requirements of working in an Australian Government Program, including compliance with AusAID procedures and policies and the AusAID Code of Conduct.
  • A Bachelor’s degree required in development studies, management, or other relevant topic.
  • Strong verbal and written communication skills and excellent spoken and written English.
  • Ability to acquire language skills in Tetum, Portuguese and/or Bahasa Indonesian.
 The project is expected to start at the beginning of April 2014.

  1. East Timor, on the IMF’s 2014 estimates, is ranked as richer in termos of PPP-adjusted GDP per capita than Poland, Estonia or Hungary
    Timor is ranked only 1.4 per cent poorer per person than Portugal, its former colonial master. It has discovered oil, boosting GDP. But before the PPP adjustment, GDP per capita is put by the IMF this year at $4,669 vs $14,166 a head for Portugal.
