Description of Services: Support the IDB and its clients in a range of activities required to
i.  strength the regulatory and institutional framework,
ii. prepare and implement public-private partnership (PPP) projects in LAC
iii. disseminate PPP knowledge 

The Inter-American Development Bank (IDB) is executing the above mentioned operation. 
Expressions of interest must be delivered using the IDB Portal for Bank Executed Operations ( http://beo-procurement.iadb.org/home
by: June 25, 2018, 5:00 P.M. (Washington D.C. Time).

The consulting services (“the Services”) include a range of activities required to strength the regulatory and institutional framework prepare and implement public -private partnership (PPP) projects in LAC. Timelines will be determined through the work order and associated bids by providing proposed work plans and total costs for that work order.
Eligible consulting firms will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policy for the Selection and Contracting of Consulting firms for Bank-executed Operational Work - GN-2765-1.

All eligible consulting firms, as defined in the Policy may express an interest. If the Consulting Firm is presented in a Consortium, it will designate one of them as a representative, and the latter will be responsible for the communications, the registration in the portal and for submitting the corresponding documents.

The IDB now invites eligible consulting firms to indicate their interest in providing the services described below in the draft summary of the intended Terms of Reference for a Framework Agreement. 
Interested consulting firms must provide information establishing that they are qualified to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)... and have a presence in Latin America 

Eligible consulting firms may associate in a form of a Joint Venture or a sub-consultancy agreement to enhance their qualifications. Such association or Joint Venture shall appoint one of the firms as the representative.

About the Job

6 to 12-month internship in Maputo, Mozambique.
  • Support investment pipeline development through: due diligence, financial analysis, financial modelling, valuation, investment structuring, preparation of information memoranda and other investment documentation.
  • Visit target companies, liaise with management teams to gather information, discuss growth plans and key business risks.
  • Support fundraising efforts.
  • Work with other team members, share experiences and knowledge.
  • Participate in the Company's learning programme.

Qualifications

  • Experience in finance advisory or management consulting. Ideally with experience in corporate finance (M&A, project finance, due diligence), finance management or strategic advisory.
  • Above average skills in team working, methodical work, structured analysis, analysing and interpreting data, communicating complex issues orally and in writing.
  • Highly motivated to work in a Company "investing with a cause", supporting SMEs and entrepreneurs and participating in the development of a high growth frontier market.
  • Fluent English speaker. Portuguese language fluency is an important plus.

Mozambique Good Trade (www.goodtrade.co.mz) is Impacto Capital's first portfolio company. A start-up dedicated to supporting the access of local products to national and international markets.
The intern will integrate Mozambique Good Trade's team by supporting management in task related with:
  • improving management procedures, information and control;
  • improving operational processes in view to reducing risks and improving profitability;
  • support the development of a marketing and communications plan;
  • support definition of an M&E strategy;
  • identify external financing opportunities.

Qualifications

  • Experience in business administration and management. Ideally with management consulting.
  • Above average skills in team working, methodical work, communicating complex issues orally and in writing.

This is a secondment opportunity to work at the EIB under the Bank’s FEMIP Secondment Programme (1 year, with possibility to be extended for a maximum of 2 years)
The Programme, set up with the support of the EIB’s FEMIP Trust Fund (FTF), is only open to nationals of the Mediterranean Partner Countries that have entered into a Framework Agreement with the EIB (Algeria, Egypt, Gaza/West Bank, Israel, Jordan, Lebanon, Morocco, Tunisia) and who work in Ministries, Central Banks, other public sector organisations or private sector entities.

Purpose
The main purpose of the Trust Funds and Blending Division is to support the Bank’s lending and investment activities related to grant and concessional financing from Third Parties, in particular from the European Commission and EU Member States.
The Mandate Officer will be responsible for attracting third party concessional financing; supporting operational Divisions in the implementation of grant instruments (inter alia Investment Grants, Technical Assistance and Financial Instruments); and reporting on the use of the grants to third party financiers.
Operating Network
The successful candidate(s) will work in a team and will report to the Head of the Blending non-EU Unit, under the authority of the Head of Division.
Internal contacts : Permanent interaction within the Division and Department, and across the Operations Directorate, particularly with the geographical operational Divisions, as well as with other services of the Bank, such as the Consultants Procurement & Contract Management Unit (ASD/CPCM), Legal Services (JU), Projects Directorate (PJ) and others, as needed.
External contacts: Frequent contact with institutional counterparts such as the European Commission, European External Action Service, the EU Member States and other International Financial Institutions (IFIs).
Accountabilities
The Secondee will carry out tasks related to all of the Unit’s responsibilities and share information and experience with other members of the Unit in order to enlarge the knowledge and competencies of the team. The post may involve some travel, including representation of the EIB in meetings with European Commission, co-financiers, donors etc. S/he will assist in preparing, managing and following-up activities in the context of the regional Blending mechanisms, in particular:
Contribute to management the pipelines and work on proposals on topics of critical importance to NIF South and Blending Mechanism
Assess the viability of project proposals in the framework of NIF and Blending facilities, measure their proper financial value added and assist in the process of monitoring and result assessment
Advise (Assist) operational teams in the use of blending instruments (Investment Grants, Technical Assistance, Financial Instruments)
Support  operational Divisions during the preparation of grant applications/proposals for third party financing and ensure quality control
Participate at meetings of the Governance bodies in Brussels and bilateral meetings with the European Commission
Discuss the specification of requirements under Delegation Agreements with the European Commission and support operational teams in the negotiations of Grant Agreements with EIB clients
Monitor the implementation of the Delegation Agreements and ensure timely reporting
Develop and support close working relationship between EIB and EC, EU Delegations and other Financing Partners active in the region
Help with preparing Drafts of Annual Reports  and other documents and reports for senior management and general use
Contribute to the strengthening of the coordination and collaboration with the European Commission, IFIs, bilateral agencies and beneficiary countries
Contribute to horizontal tasks
Qualifications
University degree preferably in Economics, Finance, Law, Engineering or a Business related subject
At least 3 years’ relevant professional experience in lending environment; implementing loan or grant financed operations/advisory/procurement/technical assistance
Knowledge of EU policies, and the political and operational framework in which the Bank operates is considered as an advantage
Knowledge of financial analysis as well as proven experience in project finance or technical assistance operations would be a considerable advantage
Knowledge of quantitative techniques  and standard computer tools
Good knowledge of English and/or French and a good command of the other. Knowledge of Arabic would be an advantage.

Appointment will be made on the basis of a Secondment Agreement between the EIB and the Secondee’s current employer. Only candidates endorsed by their employer will be successful.
During the recruitment procedure the EIB will request the candidates to provide an endorsement letter from their employer signed by the authorised employer representative.
Preferably the letter would be attached as the last page to the CV with the application.
The Employer  Endorsement Letter should
a) certify the current position held by the candidate,
b) confirm the employer’s agreement in principle with the Programme and support the secondee’s candidacy,
c) confirm that the secondee would stay on the payroll of the employer and
d) confirm the return of the secondee to his position after the secondment is completed. Applications from self-employed candidates will not be considered.

Only shortlisted candidates will be retained for interview. The hiring division may suggest that certain candidates pass a written test and/or a second interview to assess their expertise.

The European Investment Bank (EIB) has just launched an e-learning course providing the required knowledge and skills to implement its EU-based environmental and social standards.
Primarily focused on the needs of the EIB’s financial intermediaries outside the EU, this course will suit the needs of anyone interested in integrating environmental and social dimensions to ensure sustainable investment projects.
Why an e-learning course?
The EIB is the European Union's bank and is owned by the EU Member States. Being the world’s largest multilateral financier, we provide funding and expertise for sustainable projects in more than 160 countries.
The sustainability of our investments is a prerequisite as much as their bankability. This is why the 10 environmental and social standards apply to all EIB’s investment projects:
·       When the EIB invests directly in projects, EIB’s experts are in charge of applying these standards at the appraisal and monitoring stages
·       When the investment is intermediated, it is the responsibility of the local financial intermediaries to apply these standards to the projects eligible for EIB funding
In order to fulfill this contractual obligation, financial intermediaries already have access to the EIB Environmental and social handbook. The EIB has now developed an e-learning course to better meet the needs of its intermediaries, tailored to the type of projects that they usually fund.
How does the course work?
The e-learning course consists of four modules allowing participants to progressively acquire the ability to manage environmental and social (E&S) risks:
·       Module 1 gives an overview of the relevance for a financial institution to include E&S dimensions when assessing an investment
·       Module 2 details the 10 EU-based EIB E&S standards
·       Module 3 explains how to implement an E&S management plan
·       Module 4 provides case studies for users to test their knowledge
The course includes videos, audio tutorials, PDF scripts as well as online tests. The content can be downloaded allowing for users to work off-line.

The e-learning course is free of charge.
Once successfully completed, participants receive a course certification.
Who should register?
The e-learning course is primarily targeted at the EIB’s financial intermediaries outside the EU. However, all stakeholders interested in environmental and social standards applied to investments would benefit from the course and are welcome to join!
