Angola recebe assistência técnica para PPP de água em Cabinda

Assisting the Government of Angola in defining the options and the strategy for structuring a PPP in the province of Cabinda. The scope of work is defined through four components:
(i) Preliminary Assessments,
(ii) Stakeholder Engagement,
(iii) Preparation: Options and Strategy for Structuring a PPP scheme in Cabinda, and
(iv) Lessons learning and capacity building support.
 In addition, the World Bank will fund technical assistance for due diligence and project development work.

FMI comenta países da CPLP

QUESTIONER: Good morning. The finance ministers of the EU announced sanctions on Spain and Portugal for violating rules and budget deficit targets. So how do you see, how does IMF see those sanctions on Portugal and which implications it might have for this country? OECD said the sanctions on both countries were the last thing Europe needed after Brexit, so I just wanted to have some comments from you on this.
It seems you have an update on Guinea-Bissau if you could give some considerations in case you do? There was a remaining installment of €9 million to be paid this year. In case you got any information?
And on Mozambique, it has been on the news that the financial aid by the IMF might not happen this year, and I would like to confirm that with you. In Angola, I just wanted to ask, in case you have some follow up…
MR. RICE: A whole press conference in itself. Well, thank you. Let me try and give you something on each of those. On Portugal, look, on the issue of sanctions, that’s clearly for the European Commission to propose sanctions if that’s what they do. My understanding is, that would happen within the next 20 days or so, so that’s not an issue for the IMF. It’s for the Commission, so you might want to ask them about that.
On Guinea-Bissau, thanks for the question, seriously. It’s good to talk about other countries about important issues. What I can tell you is the IMF’s Extended Credit Facility program with Guinea-Bissau is off track as a result of two expansive bank bail-outs that violate the end December 2015 net credit to government performance criteria.
This also prompted development partners, including the World Bank, the African Development Bank, and the EU to hold their budget support. I can tell you that in an effort to bring the program back on track, the new government which, as you know, has been in place since last month, declared the bail-outs to be null and void, and, you know, we continue in that context to provide policy advice and technical assistance, and continue the discussions with the new government.
On Angola, we talked a bit about it two weeks ago in your absence, but I think it’s been reported that the government of Angola has decided to continue their close policy dialogue with the Fund only in the context of the Article IV consultation, and not through discussions concerning an EFF supported program. So, again, we continue to work. We stay engaged, but it’s not on discussions on a financial program.
Then on Mozambique, again, we’ve discussed it quite a bit here. We had a mission in Maputo ending toward the end of June. That was the fact finding process related to the previously undisclosed borrowing, and to assess the macroeconomic situation. We welcomed the government’s investigation into this previously undisclosed debt. We thought that was important.
Additionally, the staff mission said that further measures are needed. In particular, we felt that an international and independent audit would be needed. That’s of Ematum, Proindicus, and MAM companies. The latter two being the companies that received the funding under the previously undisclosed loans. We did issue a press statement on all of this, so it’s all public.
Our understanding is at this stage the government is not ready to move forward with the audit. That’s kind of where we stand. So the review with the Fund has not been completed, and, of course, for any disbursement that review would need to be completed.
QUESTIONER: On Portugal you’re telling me you don’t have any comments on the sanctions? Because if just released, the Article IV June 30 --
MR. RICE: We did. That’s right.
QUESTIONER: -- so how do you see those sanctions? No comments on that? Aren’t you worried?
MR. RICE: We just released the Article IV consultation report a few days ago on Portugal, so I’m going to let that speak for itself. It was pretty comprehensively covered and I’ll leave it there.

Monitoring and Evaluation Technical Team Leader

Anticipated Period of Performance:   February – June 2015
Project Description: USAID’s Global Health Bureau’s Health Finance and Governance (HFG) Project is a five-year (2012–2017), $209 million global project designed to improve health finance and health governance systems in partner countries in ways that expand access to health care and improved health outcomes.
HFG has supported the Angolan Ministry of Health (MINSA) to complete their Health Sector Strategy (PNDS 2012–2025). HFG worked closely with the Ministry’s technical team to collect data, produce a validated budget, train staff, and present a budget to the Multi-Sector Commission. HFG will now provide assistance to develop a plan for monitoring and evaluation of PNDS progress. This will allow MINSA to ensure sustainability through securing and prioritizing funding.
HFG will collaborate closely with a PNDS technical group and other MINSA staff to review international best practices of monitoring and evaluating health sector strategies. The work will develop a plan for programmatic and financial monitoring and evaluation of the PNDS at national, provincial, and municipal levels.
Position Description: The Technical Team leader will be responsible for the overall design and production of the M&E plan for the PNDS. S/he will lead a small team, including a public financial management expert, and monitoring and evaluation specialist on this task. S/he will work from her/his home base and make multiple trips to Luanda, Angola to meet with USAID and MINSA officials to lead the following tasks:
  • Review of best practices of how countries monitor and evaluate performance of health sector strategies, with a focus for long-term National Public Health Plans.
  • Prioritize and organize the approximately 420 PNDS indicators to allow for assessment of implementation at three levels – municipal, provincial and central – within existing MINSA data collection and analysis systems.
  • Develop a practical plan for monitoring and evaluation the programmatic and financial execution of the PNDS. The plan will include detailed steps required for implementation.
Responsibilities: The responsibilities of the Technical Team Leader include:
  • Facilitate collaboration between HFG and PNDS technical group on monitoring and evaluation.
  • Draft a review of international best practices for monitoring performance of sectoral strategies, and present to MINSA officials.
  • Develop a work plan for the overall program, working closely with other team members.
  • Facilitate development of Key Performance indicators (KPIs) for PNDS.
  • Define the scope for the review of MINSA public financial management systems.
  • Lead the development of the M & E Plan for the implementation of the PNDS.
  • Lead requirements for reporting information and briefings to USAID.
Qualifications: The qualifications for the Technical Team Leader include:
  • Fluent Portuguese, written and verbal.
  • 10 years of experience in monitoring and evaluation, including developing key performance indicators.
  • Demonstrated experience with developing monitoring and evaluation plans for national sector strategies, with preference for health.
  • Strong interpersonal skills.
  • Strong report writing skills in English and Portuguese
  • Willingness and ability to travel internationally during the period of performance.

Angolanos na Diaspora circa 1619

Jamestown, a primeira colónia inglesa na América, recebeu os primeiros africanos em 1619.
Em Abril daquele ano,  dois navios fortemente armados (inglês e holandês)  capturaram  nas Caraíbas um navio mercante português  São João Baptista que transportava angolanos para o Mexico.     Incluídos no saque retirado do navio Português foram cerca de 100 africanos, muitos dos quais foram vendidos aos  comerciantes mais ricos de Jamestown.

O navio português  considerado os africanos capturados em Angola como escravos. No entanto, porque a escravidão tinha sido eliminada como qualificação no direito Inglês, os africanos tiveram de ser legalmente classificados como "servos", ou trabalhores vinculados por periodos definidos.
Mais tarde a escravatura generalizou-se nas colónias americanas no sul.

Seminário sobre PPP, Luanda, 26-Abril

Ministério do Ambiente promove seminário sobre as PPP 


Luanda – Um seminário sobre as Parcerias Público-Privadas (PPP), que vai abordar a gestão e exploração dos parques para fins turísticos, organizado pelo Ministério do Ambiente, será realizado sexta-feira (dia 26) numa unidade hoteleira de Luanda.
 
Segundo uma nota da instituição que Angop teve hoje (quinta-feira) acesso, o encontro, que vai abordar questões sobre a gestão e exploração dos parques para fins turísticos, servirá para colher opiniões sobre o modelo de exploração e gestão do eco-turismo a nível dos parques, numa perspectiva partilhada entre o Governo e seus parceiros.
 
Participarão do seminário responsáveis e técnicos do Ministério do Ambiente, membros da Comissão Multisectorial para o Ambiente, representantes de instituições públicas e privados, e Associações Ambientais.

Angola registou níveis de precipitação abaixo da normalidade em 2012, com um impacto significativo sobre a produção agrícola, segurança alimentar e nutrição em determinadas províncias angolanas. O impacto da seca sobre a segurança alimentar provocou também consequências negativas sobre o estado nutricional de crianças e mulheres. Para solucionar esta situação o Governo de Angola, com o apoio das Nações Unidas, planeou intensificar a gestão da desnutrição aguda e promover activamente práticas de optimização da alimentação. No âmbito deste apoio, o Fundo das Nações Unidas para a Infância (UNICEF), Delegação de Angola, pretende contratar um consultor de nutrição qualificado para prestar assistência técnica às autoridades provinciais e municipais.

O objectivo primordial do trabalho de consultoria consiste em apoiar o lançamento da gestão da desnutrição aguda e promoção de práticas de alimentação de recém-nascidos e crianças pequenas.

Qualificações e Experiência

PSI/Angola seeks highly qualified candidates for the position of Director of Programs/Chief of Party-Integrated Health Social Marketing. The candidate will provide effective leadership and strategic management of all PSI/Angola’s programs, with special attention to the USAID funded Integrated Health Social Marketing project. The candidate will ensure interventions are targeted, evidence based, and using international best practice approaches to achieve health impact. The successful candidate will also serve as the Chief of Party for a five-year USAID funded integrated social marketing program in the areas of family planning, child survival, malaria and HIV. This full-time position is based in Luanda, Angola and reports to the Country Representative.

RESPONSIBILITIES:
• Provide leadership for PSI/Angola’s program management and implementation of the USAID funded Integrated Health Social Marketing program;
• Provide technical leadership and guidance to support PSI/Angola’s Social Marketing and Behavior Change Communications programs in HIV, family planning, malaria and child survival;
• Ensure donor contract compliance and high quality donor reporting;
• Lead program staff in achieving ambitious DALYs averted, sales and distribution targets and monitor their performance towards these goals;
• Ensure project logical frameworks and annual marketing plans are developed using PSI’s Delta process and monitor their performance;
• Develop research briefs and use research results to identify priorities and drive intervention strategies;
• Improve the efficiency and health impact of prevention programs while effectively leveraging staff and resources and developing strategies that maximize synergies between health areas;
• Support program staff in identifying and assessing market need and feasibility for new products and services within existing health areas;
• Identify and pursue opportunities for new cross cutting health interventions and new technologies;
• Contribute to the development of PSI/Angola’s five year strategic plan;
• Maintain regular and strong donor, Government and other stakeholder relations, including building partner technical capacity as needed.
QUALIFICATIONS:
• Masters in a relevant field or equivalent experience;
• At least four years of  INGO work experience in a developing country or experience in a post conflict environment;
• Experience managing USAID funded projects, including managing a diverse team;
• 3-5 years demonstrated program health management experience;
• Familiarity with international health, development issues and the international donor community;
• Technical expertise in the area of social marketing, HIV, reproductive health, maternal and/or child health;
• Excellent writing, presentation and interpersonal communication skills;
• Ability to work effectively in partnership with a variety of audiences and organizations;
• Fluency in spoken and written English;
• Fluency in Portuguese or Spanish highly preferred, or willingness to learn Portuguese;
• Experience with logical frameworks, marketing planning and program management tools preferred;

Especialista de equipamento de segurança alimentar para projecto em Angola



Verification mission of supply of analytical laboratory equipment for the Food Safety Capacity Building on residue control project destined to Angola, Democratic Republic of Congo, Malawi, Namibia, Seychelles, Tanzania, Zambia and Zimbabwe".


Ø The Consultants’ team shall include 2 junior experts for a total number of 47 working days (see point 4 below). The team leader will be designated by the Consultant in his offer. The team leader will be responsible for the reporting.

Ø Education: The experts should have a university degree of at least 4 years or equivalent diploma in Sciences or other fields related to the contract OR a relevant professional experience of at least 6 years above the professional experience required below.

Ø General professional experience: Both experts should have at least 3 years of experience in fields related to the lot no 10 of the FWC Beneficiaries 2009 (trade, standards and private sector). 

Ø Specific professional experience:
·         Both experts should have at least two years of experience in the utilisation of laboratory equipment.
·         At least one of the experts should have two years of experience in the import/export of technical equipment in/to African countries and a good knowledge of custom clearing procedures. It would be considered a strong asset if the second expert has also such an experience.
·         Specific experience in the use of equipment similar to the one concerned by the supply contract to be audited will be a strong asset.
·         Previous experience in the audit of supply contracts will be a strong asset.

Language skills: Both experts shall be perfectly fluent in English. Fluency in French and in Portuguese is required for the expert(s) who will visit Congo and Angola respectively.

Position Summary:
CNFA is currently seeking applications from qualified candidates for its Chief of Party (COP) of an anticipated agriculture-led economic growth and food security project in Angola.
The COP is responsible for providing overall leadership management and general technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving results.
The ideal candidate is a seasoned professional with extensive experience in the agricultural sector in Africa (Angola highly preferred) to increase local incomes and food security, improve agricultural-sector policy, increase agricultural productivity and improve marketing and trade in regional and international markets.
He/she will act as the key liaison between USAID/Angola and all other counterparts, implementing partners and Government of Angola officials involved with the program.
Minimum Qualifications:
  • Master’s degree in international development, agriculture, economics or related field of study is highly desirable;
  • Excellent verbal and written communication skills, including advanced ICT skills especially as pertain to applications for agriculture and value chain development;
  • Familiarity with agricultural production and market-linkage constraints in Africa (Southern Africa is highly preferred);
  • Private sector agribusiness experience is highly desirable;
  • Verbal and written fluency in English required;
  • Portuguese language skills highly desirable

Her/his primary responsibilities are aimed at providing technical input and oversight to the integration and use of health data management information systems (e.g., HMIS, DHIS, EMR) and tools to facilitate data entry, transmission, and use.  Key to success will be building the capacity among information systems users at the national, provincial, and municipal levels of government as well as health facility personnel.
The anticipated responsibilities of the Senior HMIS (ICT) Advisor are:
  • Provide HIS technical assistance in system requirements, analysis, design, specifications, development, piloting/testing, implementation and evaluation.
  • Provide expertise in data warehouse design and integration of health data sets.
  • Development and dissemination of standards and guidelines.
  • Developt and carry out training and capacity building activities to various levels of users.
  • Supervise field-based specialists to ensure high quality workplan implementation.
  • Ensure a high level of communication and close working relationships with the project team, project implementers, and other key stakeholders operating in the health informatics arena.
  • Travel to the field to provide management oversight, capacity building and training, and technical assistance is expected regularly.
  • Perform other duties as assigned.

Qualifications:
  • University degree in health informatics, computer science or public health.
  • 10 years professional experience working in health information systems (health information strategy and policy, surveillance, epidemiology, survey methods).  Developing country experience preferred.
  • Demonstrated experience and understanding of health information systems design, development, roll-out, 
    • and/or use (e.g. HMIS, DHIS, EMR).
    • Demonstrated experience in organizational capacity building and/or training.
    • Demonstrated experience in collaborating with government and non-governmental entities.
    • Strong oral and written communication skills in English required and Portuguese desired.
    • Demonstrated ability to meet deadlines with quality products.
    • Strong organizational and interpersonal skills.

    Result One Team Leader - Saúde para Angola

     MSH is seeking candidates for an upcoming, results-oriented, five-year program in Angola that will improve the health of Angolans by increasing the availability and use of high quality services in key areas including family planning, malaria, and HIV & AIDS. Preference will be given to applicants with state-of-the-art expertise in international standards, technical expertise and experience implementing a complex program, and relevant experience in Angola. Position is subject to project award.

    OVERALL RESPONSIBILITIES:
    The Result One Technical Lead will sit at the central level in Luanda and will be responsible for leading and managing all Result One leadership, management, human resource, and health information system (HIS) strengthening activities at the municipal and provincial levels in Luanda and Huambo Provinces, as well as providing HIS technical support at the central level.
    The ideal candidate will have prior experience working in Angola, in coordinating complex, preferably USAID-funded, projects, and state-of-the-art expertise in international standards. Has a proven track record in leadership, management, organizational development, human resources for health management capacity and systems, and health information management systems. The Result One Technical Lead must be skilled in leading teams, communicating and networking, and completing deliverables on time.

     
    Requirements

    1. Masters Degree in a relevant field such as public health, public administration, health administration, demography, statistics, epidemiology, etc. Doctoral degree is preferred.
    2. Eight years of proven leadership, management, organizational development, and human resources for health experience. Health information system strengthening expertise including central level coordination and systems integration and sub-national strengthening for quality collection, analysis, dissemination, and use of health information.
