Description of Opportunity:
The Asian Development Bank Infrastructure Technical Assistance (ITA) is assisting Timor–Leste’s Ministry of Infrastructure (MoI) to prepare, procure and manage consulting services, goods and works required for the annual capital development program. This is a currently running ADB TA Project.
An international Legal Specialist will be required to work in the Ministry of Infrastructure (MoI) in Dili, Timor-Leste. The specialist will be engaged for 6 months.
Applicant Requirements:
- 10 years legal experience linked to the preparation of decree laws in engineering, infrastructure or related disciplines and have worked extensively in developing countries, preferably Timor-Leste or the pacific region
- The specialist must be fluent in spoken and written English and Portugese, since the specialist will be required to prepare high-quality Portugese and English legal language documentation and be able to read and understand the many Portugese language documents in use within the MoI.
- Knowledge of Bahasa Indonesian would be an advantage as many of the documents prepared will have to be translated into Bahasa.
Description of Duties:
The major tasks of the Legal Specialist include but are not limited to the following:
- prepare a draft Decree Law for Geometric Design Standards for Roads, for use in Timor Leste;
- prepare the draft decree law in the Portuguese language ready for presentation to the Counsel of Ministers and other related documents including justifying notes, according to the legislative procedures of Timor-Leste;
- ensure that the content of draft decree law is consistent with the design standards for roads as prepared by the Road Design Engineer (RDE) engaged for this task;
- participate in a seminar, arranged by the RDE, for MoI personnel after the circulation of the draft final report for comments and ensure these are incorporated in the draft decree law;
- prepare a draft Decree Law for Bridge Standards for use in Timor Leste;
- prepare the draft decree law in the Portuguese language ready for presentation to the Counsel of Ministers and other related documents including justifying notes, according to the legislative procedures of Timor-Leste;
- ensure that the content of draft decree law is consistent with the bridge standards prepared by the Bridge Design Engineer (BDE)
- participate in a seminar, arranged by the BDE, for MoI personnel after the circulation of the draft final report for comments and ensure these are incorporated in the draft decree law;
Expected outputs would include:
- Final draft decree law for road geometric design standards by December 2011
- At least 3 MOI Staffs are trained on legal requirements of the decree law
- Final draft decree law for bridge design standards by December 2011
- At least 3 MOI Staffs are trained on legal requirements of the decree law
