Job Description
N’weti Health Communication has received funding to implement accountability, access, quality improvement, and demand generation activities for sexual, reproductive and HIV-services targeting youth ages 15-24 in Maputo City, Maputo Province, Gaza, and Nampula. This program will include activities to engage civil society organizations and community groups in learning about health rights and entitlements, the types of health services that are available, and the benefits of seeking services. Communities will use simple tools such as community score cards to monitor and influence service provision in their respective districts and health facilities on issues such as wait times, communication, stigma and discrimination, and availability of health staff and medications. These monitoring data will then be used to influence improvements in service provision and quality at the local/clinic level and to influence health policies in macro-level policy discussions.
Position Summary
The Trainer – Budgeting Processes and Utilization of Budget Analysis Data will provide training to professional and technical participants on national and sub-national budgeting processes in Mozambique and how to use budget analysis and expenditure data to evaluate impact of budgeting and expenditures on service coverage and quality. Consulting individuals or organizations will also assist by reviewing and providing feedback on communication materials for how civil society can influence government budgeting processes. The consulting individual or organization will be required to work collaboratively with N’weti Health Communication and to exercise judgment within broadly defined practices and policies in selecting methods, techniques, and evaluation criteria for obtaining results. Presentations and materials will be delivered in Portuguese.
This posting is an initial gathering of CVs or capacity statements of potential candidates or organizations. It is anticipated that this consulting agreement would cover 10 days in July-August 2014.
Key Responsibilities
- Collaborate with N’weti leadership to identify priority content of training
- Deliver training and training materials
- Evaluate changes in participant knowledge
- Report on training and evaluation findings
- Assist in the review of communication materials developed by N’weti staff to inform civil society of how to influence government budgeting processes
Qualifications
- Knowledge of national and sub-national budgeting processes in Mozambique and utilization of budget analysis and expenditure data to evaluate impact of budgeting and expenditures on service coverage and quality
- Experience delivering training to professional and technical staff
- Experience implementing adult learning methodologies
- Experience evaluating training outcomes
- Strong interpersonal, writing, presentation, and organizational skills are required
- Professional and mature demeanor and conduct
- Fluent written and spoken Portuguese preferred, functional English preferred

Mid-Term Review of Support Programme to Non-State Actors in Mozambique
Global objective
The global objective is to assess and continually improve the quality of EU assistance projects in order
to support better Mozambique's development efforts
Specific objective(s)
The specific objective is to elaborate an independent mid-term evaluation which will provide the decision-makers in the Government of Mozambique, the relevant external co-operation services of the European Commission and the wider public with sufficient information to:
- Make an overall independent assessment of the performance, so far, of the programme, paying particularly attention to the results already achieved or expected to be achieved, and potential impact of the project against its objectives;
- Draw key lessons and propose practical recommendations in order to improve current and future action and for addressing challenges faced by the programme
The Team of experts should be composed of:
2 senior experts
The duration of the assignment for the team will be indicative of 50 working-days, to be distributed between the two experts.

Masters degree in a relevant field;
At least 12 years' experience with programme & project planning, monitoring and evaluation;
At least 12 years' experience with institutional capacity-development programmes, including experience in the area of civil society and community development;
Experience with advocacy and citizenship programmes – the implementation of which would be an asset;
Familiarity with the EC's Project Cycle Management and Logical Framework approach, and a working knowledge of EC procedures;
Experience with financial management and accountability issues;
Excellence in both written and conversational English;
Good spoken Portuguese is essential. One of the 2 experts will have excellent speaking and reading skills in Portuguese.
Experience and knowledge of the socio-political context of Mozambique would be an asset, in particular in relation to the civil society.
It is required that at least one of the experts has team leader experience combined with a very
good experience in evaluations (including EU evaluations), as he/she will be the team leader.
Starting period
The mission should start by April 27th, 2015.
