The European PPP Expertise Centre (EPEC) was created by the EIB and the European Commission in 2008. Its purpose is to provide PPP policy and programme support to the public sector in Member and Candidate States , and to the European Commission. An important focus of EPEC's work from 2011 will be its work with the European Commission in the areas of Regional Development and Transport.
EPEC Advisors contribute to the operations of EPEC, with a focus on EPEC's work programme, including analysis of the credit crisis on PPPs, the use and structure of technology and environmental PPPs, analysis of the accounting treatment of PPPs for national debt and deficit purposes, the roles and functions of national and regional PPP units, and the issues relating to blending grants with private sector finance in PPP programmes. In addition, there may be scope to work bilaterally on issues of specific concern to individual EPEC members.
Responsibilities
- Assist in the delivery of parts of the work programme listed above and to lead on topics where experience permits
- Assist in the design and delivery of EPEC's market updates with particular reference to the financial terms of PPP transactions and the value and volume of transactions being closed.
- Assist in the definition of an externally delivered consultancy assignments, and manage the performance of consultants appointed for these assignments
- Represent EPEC at high level meetings, conferences and other fora
- Liaise with lending and other operational departments within the EIB particularly with a view to drawing on the wider expertise relating to PPPs within the Bank, and establishing synergies with EPEC's activity
Qualifications
- University qualification, or equivalent business experience, in a relevant field such as Finance, Economics, Law or Business or Public Administration
- Proven, relevant, professional experience, including operational exposure to the financial, economic, legal structuring and negotiation of complex PPP transactions
- Knowledge of EPEC's work, as well as PPPs in a European context. Understanding of the perspectives of the European Commission relating to PPPs
- Good knowledge and understanding of EIB's mission and activities
- Excellent knowledge of written and spoken English and a good command of French. A further European language would be a distinct advantage

- Ability to command the confidence of senior decision-takers in European PPP taskforces and the European Commission, Good team worker
