Project Summary
The Democratic Republic of Timor-Leste (RDTL) is applying for financing from the International Development Association (IDA), acting as the Trustee of the Trust Fund for East Timor (TFET), in the amount of US$ 0.54 million, and from the Global Environment Facility (GEF) Trust Fund in the amount of US$ 1million. The total financing package amounts to US$ 1.54 million and part of the proceeds will be used for the procurement of goods, works, non-consultant services and consultant services under the Gas Seep Harvesting Project.

UPDATE, 17 November 2006: This General Procurement Notice (GPN) has changed substantially since its first release. The total financing received by the Democratic Republic of Timor-Leste (RDTL) has increased. The RDTL has obtained financing from the International Development Association (IDA) and the Consolidated Funds of East Timor (CFET) for a total amount of US$ 1,847,000 for the Gas Seep Harvesting Project. The IDA, acting as the Trustee of the Trust Fund for East Timor (TFET), provided a credit of US$ 850,000 and the CFET provided an amount of US$ 997,000. Part of the proceeds will be applied as payments for goods, works, and non-consultant and consultant services to be procured under this project.

The following are, among others, the new categories of expenditures shall be financed through the project: ~
1) Works - The works for the power plant shall include, among others, site preparation including road access and fencing, design and construction of a permanent gas seep collection unit, power house, lighting, diesel storage, and operator room and facilities;
2) Goods - Supply and installation of transmission and distribution materials and associated electrical equipment, which includes medium voltage (20 kV) power lines, low voltage power lines, step-down transformers, household connections and installation of pre-paid meters; and
3) Consulting Services - Engage a Project Manager to prepare bidding documents, organize evaluation and selection, prepare contract for suppliers and consultants, facilitate coordination among suppliers and consultants, supervise construction, and other activities to facilitate successful implementation of the project;
This is a General Procurement Notice (GPN) and specific contracts will be announced as soon as they become available.
