“Technical Assistance to the PALOP-TL Programme”

POSITION: Senior Expert

GLOBAL OBJECTIVE: Facilitate and support the implementation of the PALOP-TL Programme.

SPECIFIC OBJECTIVE: Provide technical assistance to the Coordinating Authorizing Officer in the overall coordination and Project Cycle Management within the scope of PALOP-TL cooperation.

REQUESTED PROFILE: The Senior Expert is expected to:  

• Have a university degree, (preferably Master Degree Level);
• Have at least 10 years of relevant professional experience (preferably post-degree);
• Have at least 5 years of previous experience in managing/implementing technical assistance projects/programs in developing countries (preferably EC funded projects/programs in Africa);
• Have previous working experience in managing/implementing projects/programs in accordance with the EDF procedures;
• Have advanced knowledge of EDF procedures and of PCM tools;
• Be fluent in Portuguese (spoken and written), and to be excellent report writing;
• Be fluent in English or French (preferably in English).

Please note: previous professional working experience in PAOLP-TL countries will be considered a strong advantage.

DURATION: 120 working days

INDICATIVE STARTING DATE: October 4^th, 2010
