JOB DESCRIPTION
To support Participant Financial Institutions (PFIs), Credit Guarantee Fund (CGF) and Project Implementation Unit (PIU)/Office of Planning, Studies and Statistics (GEPE, in Portuguese) of the Ministry of Agriculture and Fisheries (MINAGRIP). Activities mostly in Luanda with outreach to bank branches in other regions.
OBJECTIVES
The general objective of the assignment is the provision of technical services to support the PFIs, CGF, PIU, and GEPE
To provide high quality technical assistance and training to PFIs, CGF, PIU and GEP
To deliver technical services according to an agreed schedule of outputs, deliverables and work plan.
TASKS AND SPECIFIC REQUIREMENTS
Position 1 - Financial Services Development Expert/Team Leader – 24 months
Responsible for providing overall team leadership, management as coordination;
Implementation of a results-oriented approach to Technical Services;
Ensure quality of work and timely delivery of outputs;
Coordination and consultation with PIU;
Coordination with public and private sector institutions with special emphasis on CGF;
Set-up technical assistance and training processes;
Reporting to PI
Qualifications, skills and professional experience:
A postgraduate qualification in Finance or related field, with strong management skills and experience, with an emphasis in Financial Business Services linked to Agribusiness;
Minimum of ten years professional experience with at least five years working as team leader in African countries and/or Latin American developing countries;
Team leadership of at least two similar assignments with experience and demonstrated skills in coordinating multidisciplinary teams and developing solutions for the provision of Technical Services;
A strong understanding of the value chain, holistic approach to the commercial agricultural development under a developing country situation in general;
Familiarity with Angolan agricultural and business environment in particular;
Excellent writing and communication skills;
Familiarity to gender approach and environment and social safeguards approach;
Position 2 – Partial Credit Guarantee Specialist – 20 months
Position 3 – Agricultural Credit Disbursement and Performance Evaluation Specialist – 20 months.
Position 4 – Innovation and Monitoring Specialist – 12 months (part-timeT
Position 5 – Communications and Training Processes Specialist – 12 months (part-time).
