Tudo sobre economia e finanças nos provérbios financeiros

Ás vezes, parece que tudo o que eu precisava saber sobre economia e finanças, podia ter aprendido com os ditados populares na minha aldeia.     

Os provérbios sintetizam as duras lições de décadas, e até de séculos, o que infelizmente não nos impede de ter que os voltar a aprender, por experiência própria, em cada geração.  


Recordar os provérbios financeiros e os ditados dos nossos mais velhos,  poderia ter-nos  ajudado bastante ...

... a escapar à   "Folia dos Fiados",   "Quem não tem dinheiro, não tem vícios"

... a evitar o  sobre-endividamento, " Quem compra o que não pode, vende o que não quer

... a aceitar a desalavancagem forçada,  "Vão-se os anéis, ficam os dedos


... um emprego perdido, ou um negócio que deixou de dar é "chão que deu uvas"

... a fazer uma gestão mais cuidadosa dos riscos   "Quem tudo quer, tudo perde"

... a escolher melhor os bancos, "A quem do seu foi mau despenseiro, não fies o teu dinheiro"

... a desconfiar do défice e da desorçamentação da despesa pública,  pois  "Quando a esmola  (subsídio) é grande, o pobre (contribuinte) desconfia",    "A verdade (a dívida)  é como o azeite,  vem sempre ao de cima

... a gerir melhor os  conflictos de interesses, "Amigos, amigos, negócios à parte

... a cultivar o bom nome na praça,  e a comunicar melhor com os credores e as agência de rating, "Quem não deve não teme", e 


a aceitar serenamente as exigências dos credores  "Ao bom pagador não dói o penhor"


...o bom planeamento financeiro pessoal, "poupa hoje, ou trabalha amanhã",   pois é necessário fazer boas escolhas e definir prioridades, pois "não é possível ter sol na eira e chuva no nabal"...

Já agora, podíamos recordar a  importância dos consensos, "A união faz a força" e, 
sobretudo,   ... a  necessidade de arregaçar as mangas e pôr mãos à obra,  "ociosidade é mãe de todos os vícios"
... etc


...e a importância de cortar as despesas para um ajuste mais rápido, em vez de adiar as medidas de austeridade... quem não verga, parte...


A quem faz vida de Cigarra Extravagante, em vez de Formiguinha Poupadinha, podemos avisar... "Fia-te na Segurança Social e não poupes", a versão moderna do tradicional "Fia-te na Virgem e não corras!!"

Quem tem coragem para ver a realidade com os olhos bem abertos ...sabe dizer quando "o Rei vai nu"

Program / Department Description:
IRD Mozambique has a number of USG and other government-funded projects in several provinces of the country. Activities include capacity building, HIV/AIDS education and care, water and sanitation, construction, income generation activities, gender empowerment, disaster risk reduction and food security. The Maputo office provides oversight to all of IRD’s Mozambique-based activities. The Mozambique Program Officer works closely with Mozambique country program managers to support overall program operations in Mozambique, including liaison with IRD headquarters (HQ) office in Arlington, Virginia. The Program Officer also supports the effective implementation of established systems and protocols for country program offices. As appropriate, the Program Officer also provides support for program development activities.

Position Description:
- Provide support to program managers to ensure regular and timely program financial reporting, programmatic monitoring and evaluation, and effective communications for all country programs based on the establish Program Reporting System.
- Work with staff to anticipate and solve problems, share experiences, and facilitate coordination between the projects.
- Meet regularly with the Country Director to review program implementation status and address issues, including those to be addressed with HQ based program officers.
- Coordinate with HQ Operations and the local logistics officer to support Program Managers for any material and equipment acquisition, disposition, and management in compliance with internal and donor requirements.
- Conduct periodic program implementation status assessments.

Program Development
- Identify new funding opportunities in Mozambique
- As appropriate, participate in new business intelligence gathering, contribute to proposal writing, and foster field-originated proposals for new work in Mozambique.

Required Skills  Experience:
- University degree.
- Knowledge of international development programming, project development and grant administration
- Minimum two (2) years experience working on a USG (USAID, DOS, DOD and/or USDA) funded program and acquaintance of program planning cycles and various contracting mechanisms used by donor partners preferred.
- Excellent English and Portuguese oral and written communications skills
- Willingness to work on development and maintenance of relationships with donors and the NGO community.
- Willingness and ability to travel within the country.

The long term KAK Investigations Advisor will provide daily technical assistance and skills transfer to the Commissioner, his Deputies and line staff on criminal investigation. Areas of focus include: inquiry, data collection and analysis; responsibilities delegated by the Prosecutor General and National Police; search, inspection, surveillance techniques; record and document examination and analysis; and tasks such as freezing bank accounts and ordering the non-use of any assets in the possession, custody or control of a suspect under investigation. Experience in East Timor and/or Indonesia strongly preferred. USAID experience required.
3. OFFICE OF THE PROSECUTOR GENERAL (OPG) ADVISOR (PROSECUTION)
The long term OPG Corruption Advisor will provide daily technical assistance and skills transfer to the Prosecutor General, Deputy Prosecutor General and line staff on developing corruption-specific cases for prosecution. Areas of focus include: investigations analysis; evidence gathering; and prosecutorial techniques. Experience in East Timor and/or Indonesia strongly preferred. USAID experience required.

SUPERVISORY M&E SPECIALIST / CHIEF OF PARTY
Social Impact (SI) is an Arlington based international development management consulting firm. We provide a full range of innovative management consulting, technical assistance, and training services to strengthen international development programs, organizations and policies. We provide services globally in the areas of democracy and governance, health and education, agriculture, the environment, and economic growth.
Objective:
SI is seeking an experienced Senior M&E Specialist/Chief of Party to support an upcoming USAID evaluation of Timor-Leste MCC Threshold Program for Anti-Corruption. The project aims to:
•Assist the Government of Timor-Leste (RDTL) in the monitoring and evaluation of the implementation of the six program components of the Threshold Program for Anti-Corruption (TPA) aimed at improving performance in the “Control of Corruption.”
Role:
The Supervisory M&E Specialist/Chief of Party will be the key liaison with USAID/Timor-Leste, the RDTL and Implementing Partner. His/her primary responsibilities are:
•Design the program Performance Monitoring and Evaluation Plan (PMEP)
•Manage day-to-day M&E needs of the program.
•Providing overall leadership management and general technical direction of the entire program and ensure an integrated vision among different components and actors
•Identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments.
Qualifications:
•Must have at least ten years’ overseas experience in qualitative and quantitative M&E methodologies, developing and managing programs involving anti-corruption programming, related anticorruption/ rule of law programs, with experience in Southeast Asia/Pacific preferred.
•Experience must also include:
•Experience in the field of management, strategic planning, monitoring and evaluation, and successful past performance building relationships with governmental organizations, private and community organizations.
•Strong technical background in political and/or social governance areas.
•Experience in methodologies that address key policy efforts that resolve specific barriers to adequately implement M&E programs.
•Familiarity with statistical analysis software, including STATA and/or SPSS.
•Familiarity with gender mainstreaming and analysis.
•A master’s degree (or foreign equivalent) required in political science, international relations, economics, geography, public/business administration, other social sciences, or similar relevant area.
•Previous USAID experience preferred.

Controlar endividamento das empresas públicas

Ministério diz que quem não cumprir metas do PEC arrisca demissão.O secretário de Estado do Tesouro, Carlos Costa Pina, já comunicou ao dirigentes do Sector Empresarial do Estado (SEE) que as empresas públicas vão ter de refazer os seus planos de actividade e investimento.
Uma orientação que tem como objectivo garantir que o SEE - tutelado por Costa Pina - irá cumprir os novos limites de endividamento estipulados pelo Governo no PEC.
Em comunicado divulgado ontem, o Ministério das Finanças deixa ainda um sério aviso aos gestores de empresas públicas como a Refer, RTP, CP, Carris ou Metro: quem não cumprir as metas estabelecidas, corre o risco de ser demitido.
Estas orientações estavam já genericamente inscritas no PEC, mas até ontem não tinham sido dadas instruções específicas aos conselhos de administração das empresas do SEE. No comunicado, o gabinete de Teixeira dos Santos avança que os gestores públicos terão apenas até ao próximo dia 21 para proceder à reformulação dos respectivos planos de actividade e investimento, de forma a que o crescimento anual do endividamento não ultrapasse os 4% em 2013.
"Tendo em conta os efeitos da crise financeira e económica e na sequência da estratégia de consolidação orçamental definida no PEC", o Governo diz ser "crucial promover uma maior selectividade no investimento público e estabilizar o crescimento do nível do endividamento do sector empresarial do Estado em níveis sustentáveis", explica o comunicado.
Assim, refere a nota, as empresas públicas não financeiras - a Caixa Geral de Depósitos e a Parpública não são abrangidas - terão de apresentar limites máximos de endividamento de 7% em 2010, 6% em 2011, 5% em 2012 e de 4% em 2013. Isto, sublinha a nota do Ministério das Finanças, "sem prejuízo de limites inferiores já constantes dos respectivos planos de investimento". O comunicado não refere, no entanto, que regra se aplica aos financiamentos comunitários.
Quando efectuou a primeira apresentação do PEC, em Março passado, o Governo revelou que a criação de limites ao endividamento das empresas do SEE iria permitir ao Estado poupar 59 milhões de euros ao longo dos próximos quatro anos.
