Chef d'équipe et Régisseur projet Justice Le Programme d´Appui aux Organes de Souveraineté et à l´État de Droit (PAOSED) est un programme de 6 M€ de 34 mois financé par la CE sur le 9ème FED dont l’objectif est de contribuer à l´amélioration de la bonne gouvernance et à la consolidation de l´Etat de Droit en Guinée Bissau, l´objectif spécifique étant de garantir un meilleur fonctionnement du pouvoir législatif, du pouvoir judiciaire, un meilleur contrôle des activités du Gouvernement et un meilleur accès à la justice de la population.
OBJECTIF GLOBAL L'objective global du marché est de contribuer à l´amélioration de la Bonne Gouvernance et à la consolidation de l´Etat de Droit en Guinée Bissau.
OBJECTIVE SPECIFIQUES Les objectifs spécifiques du marché sont les suivants:
- Assurer la gestion du programme suivant les modalités de régie indirecte du 9ème FED, en assumant toutes les responsabilités administratives et financières en découlant;
- Garantir un meilleur fonctionnement du pouvoir législatif, du pouvoir judiciaire et un meilleur contrôle des activités du gouvernement et un meilleur accès la justice.
Profil demandé:
• Formation supérieure (minimum maîtrise en Droit – Universitaire, Juriste, Avocat).
• Spécialisation en administration publique et systèmes judiciaires.
• Parfaite maîtrise du portugais parlé et écrit et bonne connaissance du français.
• Expérience professionnelle de dix ans au niveau de la coordination de projets comprenant des composantes de la justice et de développement.
• Expérience professionnelle d´au moins de cinq ans en pays en voie de développement.
• Expérience de travail sur des projets sous financements internationaux, et particulièrement du FED.

    Description of functions:
    Under the supervision of RSG and OHCHR, the Human Rights Officer will be responsible for implementing the main human rights promotion and assistance elements of the Mission mandate, namely:

     Act as Representative of RSG and report directly to both the RSG and OHCRC;
     Provide advice and assistance to the UN Country Team (UNCT) and coordinate with other actors including UN agencies, bilateral and multilateral partners on human rights issues;
     Ensure that human rights considerations are reflected in humanitarian activities including through participating and/or leading the work of the Protection Cluster as appropriate;
     Provide substantive guidance and leadership to new junior staff;
     Write a variety of reports, communications, briefings, statements, etc;
     Participate as a resource person in human rights seminars, workshops and other activities in the region, as appropriate;
      Maintain liaison with the authorities of Guinea Bissau in the field of human rights and ensure that authorities are provided with regular updates on trends in protection and fulfilment of human rights, with a view to collaborating in identifying means of protecting human rights and strengthening democratic governance;

    Competencies:
    Professionalism – Demonstrates comprehensive knowledge of and exposure to a range of human rights issues, including specifically gender issues, the rules governing their protection and the mechanisms available in case of their violations. Proven negotiating and managerial skills; strong ability to take initiatives and to demonstrate autonomy, excellent leadership skills and ability to motivate a multicultural and mixed men/women team; Ability to work and act under pressure in a politically and psychologically difficult environment, with a minimum of comfort and in dangerous security conditions; Sound political judgement, impartiality, diplomacy and discretion.
    Technological Awareness – Fully proficient computer skills and ability to use relevant software applications, in particular, information databases, internet services, library sources, etc.
    Communication – Strong interpersonal and communication skills.
    Teamwork – Ability to establish and maintain effective working relations with people of different cultural backgrounds with respect for diversity.
    Qualifications:
    Education: Advanced University degree (Masters degree or equivalent) in law, political sciences, international relations, social sciences or other discipline, preferably with specialization in human rights. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
    Professional experience: At least 5years of relevant experience at the national and international level in the field of human rights, justice and rule of law, preferably in Africa.
    Language: Fluency in oral and written French, English and Portuguese Other skills: Experience managing technical cooperation projects and programmes. Excellent analytical, communication and drafting skills. Previous UN field experience. Good knowledge of, and working experience in, the region or country of assignment which should include familiarity with the political environment and regional structures for the protection and promotion of human rights. Ability to establish and maintain sound working relationships with international and national partners.
